Context:

IOM’s Transition and Recovery Pillar (TRP) encompasses IOM Somalia’s Community Stabilization Unit (CSU) and Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) program and addresses the multifaceted drivers of instability to support the Somali Government and communities to build peace and lay the foundations for longer term, sustainable recovery through activities that restore trust horizontally between communities and vertically between communities and government authorities in newly recovered and fragile areas. Within this mandate, TRP works with marginalized and at-risk youth on Preventing Violent Extremism (PVE) and to promote social cohesion and supports the Federal Government of Somalia’s (FGS) National Programme for the Treatment and Handling of Disengaged Combatants in South West State and Jubaland. TRP also supports the FGS’s and Federal Member State (FMS)-level stabilization strategies through the Daryeel program that works in Galmudug (GM), Hirshabelle (HS), South West State (SWS), and Jubaland (JSS).

CSU will be implementing three projects – Rapid Stabilization Support (RSS) funded by Foreign, Commonwealth and Development Office (FCDO) (with USAID contribution), Stabilization and Recovery in Somalia (SRS) funded by the United States Agency for International Development (USAID) and potentially other projects funded by FCDO and Denmark. IOM therefore is looking to hire a Programme Officer (Community Stabilization) to support the unit and these projects in close coordination with the Programme Manager (Community Stabilization).

Under the overall supervision of the Senior Programme Coordinator (Community Stabilization) in Somalia and direct supervision of Programme Manager (Community Stabilization), and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for East and Horn of Africa in Nairobi and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer (Community Stabilization) will support and coordinate the development, implementation, monitoring and reporting activities of the community stabilization team in newly recovered areas of South West, Hirshabelle, Galmudug and Jubaland, in addition to others in coordination with National Stabilization Officers and field staff in Somalia.

Core Functions / Responsibilities:

  1. Provide administrative, technical and donor engagement support to community stabilization activities in newly recovered areas of Jubaland State, South West State, Hirshabelle State, and Galmudug State in close collaboration with the relevant field offices and under the direction of the Programme Manager.
  2. Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as Government entities, national authorities, donors, development partners, United Nations agencies, and civil society.
  3. Draft and produce progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.
  4. Provide technical support in analyzing migration related trends and issues in view of strategic, programmatic and programme-specific funding opportunities.
  5. Contribute to the identification of donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Somalia and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.
  6. In coordination with the Programme Manager and/or the Senior Programme Coordinator (Community Stabilization), facilitate adequate information management on CO’s activities through regular updates, summaries, press releases and other relevant materials that promote IOM’s visibility in Somalia.
  7. Assist in conducting contextual analysis to identify potential activities to be implemented as part of the Community Stabilization programming in line with IOM mandate and the priorities established by the Government and partners in Somalia.
  8. Contribute to the development of relevant monitoring and evaluation plans and tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.
  9. Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.
  10. Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM activities.
  11. Participate in relevant UN working groups and activities to encourage the mainstreaming of migration related issues into United Nations Development Assistance Frameworks (UNDAF).
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme management, implementation and project development;
  • Experience in coordination of various projects under the programme to ensure maximum outputs;
  • Experience in liaising with government authorities and other national/international institutions;
  • Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
  • Experience with UN and International Agencies, international or local NGOs preferred; and,
  • Work experience in the Region is an advantage.

Skills

  • Knowledge of UN/IOM’s regulations, policies and procedures;
  • Knowledge of project budgeting and financial management;
  • Knowledge and experience in working with PRIMA is an advantage;
  • Sound writing, communication and negotiation skills; and,
  • Excellent organization skills, analytical and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
