Org. Setting and Reporting

This position is located in the Programme Office in Mozambique (POMOZ) with duty station in Maputo (Mozambique), and operates under the Regional Office for Southern Africa (ROSAF), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the supervision of the Head of Office, POMOZ, as first reporting officer, and under the overall guidance of the Programme Coordinator heading the Global Programme on Cybercrime, as second reporting officer.

Responsibilities

Within assigned authority, the incumbent of the position will perform the following specific duties:

  • Coordinate the formulation, development, implementation, backstopping and evaluation of existing and new projects and activities in the countering of cybercrime and other cyber-enabled crimes related, but not limited, to frauds, drugs, online child sexual abuse and financial investigations in Southern and Eastern Africa.
  • Provide policy advice, coordinate, and monitor the development and implementation of action plans and other strategic documents with the national authorities to improve the efficiency of national frameworks to combat cybercrime and other cyber-enabled crimes related, but not limited, to frauds, drugs, online child sexual abuse and exploitation and financial investigation.
  • Develop and deliver technical assistance, mentoring and training to national agencies in areas of countering cybercrime in South and East Africa. It includes providing organizational and logistic support for activity implementation, as well as facilitating and moderating trainings, workshops and other types of events, in conjunction with other senior staff. Monitor and analyze programme/project development and implementation of technical assistance.
  • Review, prepare and/or ensure timely preparation and submission of relevant project documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties, counterparts and stakeholders involved in the delivery, or receipt, of countering cybercrime technical assistance; identify and track follow-up actions.
  • Monitor the expenditures and utilization of funds in the assigned areas of responsibility and in drafting parts of/or contribute to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, programme performance reports.
  • Contribute to fund-raising activities by reviewing, drafting and compiling documents, participating in meetings, identifying sponsors, proposing alternative source of funding.
  • Coordinate, under the supervision of the Head of Office, the engagement of UNODC with national relevant authorities in Mozambique in their efforts to counter cybercrime and cyber-enabled crime.
  • Coordinate and support the engagement with national authorities in Mozambique with regards to the efforts of the country in improving its systems related to the response to cyber and cyber-enabled crime.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as required.

Education

  • An advanced university degree (Master’s degree or equivalent) in law, criminology, international security, political science or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible professional work experience in the area of countering cybercrime, cryptocurrencies and/or financial investigations is required.
  • Work experience in the management and coordination of projects at the regional level and from multiple donors in complex and unstable environments is required.
  • Work experience in supporting criminal justice institutions in the implementation of technical assistance in countering cybercrime is required.
  • Work experience in delivering training and the provision of technical assistance in countering cybercrime to criminal justice sector is required.
  • Work experience in coordinating gender initiatives for women in the criminal justice sector is desirable.
  • Work experience within the United Nations or similar international organizations dealing with law enforcement related operations is desirable.
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working language of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Portuguese is desirable.
  • Knowledge of other United Nations official languages is an advantage.
