Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM supports the United States’ Assistance Program at a resettlement processing site established in Qatar. IOM implements a wide range of activities to ensure the dignity and well-being of individuals transiting through Doha, in coordination with national and United States (US) authorities. IOM oversees non-formal education activities at the site, through its Education Center. A dedicated team of over 30 staff delivers informal education to over 1,000 children and adults every day at CAS (Camp As Sayliyah). The Education Center coordinates closely with Community Engagement, MHPSS (Mental Health and Psychosocial Support), and Child Protection to implement broader campaigns, engage parents and caregivers, and to ensure that protection, community participation, and accountability are mainstreamed throughout all activities.

Under the overall supervision of the Senior Operations Officer and the direct supervision of the

Programme Manager (Education), the Programme Officer (Education) will be responsible for the implementation and supervision of the informal education programs for residents of CAS, performing the following functions and responsibilities.

Core Functions / Responsibilities:

  1. Supervise the comprehensive implementation of non-formal educational programs in CAS, adhering to IOM policies, donor requirements, and specified timelines in close collaboration with the Programme Manager (Education).
  2. Coordinate the day-to-day activities of Education Center personnel, including consultants, partners, and service providers, in close collaboration with the Programme Manager (Education).
  3. Work to develop strong working relationships with Assistance Programme (AP)/CAS units such as Protection, MHPSS, and Community-Engagement to help bolster coordination and program effectiveness.
  4. Draft progress and other reports for transparent communication within IOM and with donors, facilitating informed decision-making. Contribute to AP reporting requirements.
  5. Provide quality analysis on education-related trends, identifying possible opportunities for program enhancement and innovation.
  6. Contribute to the development and implementation of robust monitoring and evaluation plans in close coordination with the Monitoring and Evaluation (M&E) Unit, offering potential actionable insights for program optimization. This includes ensuring storage of educational program data (attendance records, lesson plans, and schedules) in compliance with donor regulations.
  7. Supervise and participate in conducting capacity building initiatives for Education Assistants and teachers, facilitating their professional development and effectiveness in delivering educational services. This also involves checking that teachers adhere to lesson plan submission and curriculum standards.
  8. Analyze and document gaps and needs for guest students and staff within the EducationCenter, facilitating an inclusive learning environment for all stakeholders.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Education, Teaching, International Relations, Political or Social Sciences, International Development, International Relations, Conflict Management, Economic and Social Development or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience working for the UN, international humanitarian organizations, multi-national companies, and nongovernment organizations;
  • Experience in providing non-formal education activities to children and adults in an emergency setting;
  • Experience in programme implementation with in-depth knowledge of IOM/UN programme/project life cycles; and,
  • Professional experience in emergency response, camp settings, and/or education.

Skills

  • Good communication, interpersonal and organizational skills;
  • Ability to draft clearly and concisely reports;
  • Good knowledge of Word, Excel, and Internet;
  • Demonstrated work ethics and commitment to humanitarian principles;
  • Ability to work under time constraints and deadlines in challenging settings; and,
  • Capacity to work effectively and harmoniously with colleagues from various cultures and professional background.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Dari and Pashto and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
