Context:

As conflict erupted in Sudan on 15 April 2023 between Sudan Armed Forces (SAF) and Rapid Support Forces (RSF), with devastating impact on civilians, including death, sexual violence and family separations, resulting in IOM declaration of an L-3 crisis in October 2023. The displacement and anticipated socio-economic consequences are exacerbating severe humanitarian situation in Sudan, with the risk of affecting neighboring countries as well. IOM DTM estimates that since the beginning of the conflict, at least 4,633,930 individuals have been internally displaced. An estimated 1,276,379 mixed cross-border movements have been made into neighboring countries. In particular, as of May 2024, over 750,000 people, including over 180,000 Chadian returnees have fled across the border into Chad. Chadian returnees have set up spontaneous sites and taken residence with host communities in a number of locations across Chad. Some have also been voluntarily relocated since first arriving into two mai, new returnee villages in the province of Ouaddai to the new village of Tongori and in the province of Sila to the village of Deguessa. In collaboration with partners, IOM coordinates and manages multi-sectoral humanitarian assistance across all sectors including shelter, WASH, health, food, protection, MHPSS, and DTM for the Chadian returnee and Third-Country National (TCN) emergency response.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Sub-Office/Senior Emergency Coordinator and in close collaboration with the Deputy Emergency Coordinator, the Programme Officer (Emergency Response) will contribute to project implementation, development and coordination, operational execution, resource mobilization efforts and overall management activities in support of the eastern Chad emergency response and community stabilisation programming by providing technical, administrative and logistical inputs, support and assistance.

Core Functions / Responsibilities:

  1. Support the overall project implementation, coordination, development, and management, including budget monitoring, for L-3 emergency response and community stabilisation programming in eastern Chad by providing technical inputs, and administrative and logistical support and assistance.
  2. Maintain effective working relationships with key stakeholders and beneficiaries, including government counterparts, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities and donors, and participate in appropriate coordination and operational inter-agency fora relevant to the programmes/projects.
  3. In close coordination with the Programme Support Unit, contribute to resource mobilization efforts through providing technical inputs for the development of new projects, including supporting the drafting of proposals and donor reports for projects, liaising with donor counterparts and supporting the production of communication and visibility tools and materials.
  4. Support donor liaison efforts and provide support to Senior Emergency Coordinator and Deputy Emergency Coordinator in the preparation of meetings and other consultations with donors by compiling notes, briefs and other materials.
  5. Supervise project staff, prepare inputs for performance evaluations, and assist in the resolution of team conflicts.
  6. Draft and monitor detailed workplans for assigned emergency response and community stabilisation initiatives and activities.
  7. In close coordination with CO’s M&E Officer, participate in the regular monitoring of the projects’ activities, results, budget, expenditures, and risks, recommend corrective action as required and implement them in a timely manner. Contribute to the development of monitoring tools and help strengthen risk management and accountability mechanisms.
  8. Provide technical inputs and information to contribute to the overall strategic vision, planning, and implementation of eastern Chad’s emergency response and community stabilisation programming.
  9. Participate in field assessments, trainings, and simulations with key stakeholders including government ministries, international actors and community partners.
  10. Contribute to specific components for periodic and activity-specific reports from the Country Office (CO), Regional, and Headquarters (HQ), such as the Institutional Questionnaire, Bi-monthly CO report, etc. as may be required.
  11. Keep accurate and pertinent records of all correspondence, project development and reporting files, relevant databases and other Project Development and Reporting-related information.
  12. Undertake duty travel as required throughout eastern Chad including the Provinces of Sila and Wadi-Fira.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy/Administration, Gender Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience supporting emergency response and community stabilisation programming;
  • Experience working in an L-3 emergency response;
  • Experience in working with migrants, returnees, internally displaced persons, and TCNs;
  • Experience in project development, coordination and/or support, and report writing skills; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.

Skills

  • Knowledge of program management cycle;
  • Proven planning and coordination skills;
  • Proven interpersonal and communication skills, including ability to work in a multi-cultural environment;
  • Sound ability to communicate practical knowledge on actions to address life-saving needs and building community resilience at an operational level;
  • Demonstrated skills in liaising with government, donors, and other key actors;
  • Demonstrated analytical, writing and reporting skills; and,
  • Demonstrated skills in Microsoft Office (Excel, Word, PowerPoint, and Outlook).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
