This position is located in the UNODC Programme Office in Somalia (POSOM) – Global Maritime Crime Programme (GMCP), with duty station in Mogadishu, Somalia, under the Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). GMCP operates under the Border Management Branch (BMB), DO/UNODC. Responsibilities
Within assigned authority, the Programme Officer (GMCP) will be responsible for the strategic coordination and management of implementation as set out in the UNODC Global Maritime Crime Programme (GMCP) regional programmes. This is a UNODC Programme to increase global and regional capacities to plan, train for, and respond to maritime crime, and conduct maritime law enforcement capacity building. The incumbent will be responsible for the following specific duties: • Monitor and manage the programme strategies and activities as outlined in Projects GLOX99 and GLOW63 within the Indian Ocean and Red Sea & Gulf of Aden regions. Also provide strategic support to Latin America and Caribbean sub-programmes, the GMCP Management Support unit and other relevant sub programmes under the GMCP. • In close coordination and coordination with the ROEA Programme Management Officer, and the overall leadership of the Regional Representative, manage and represent the UNODC Office in Somalia, including Security Management Team attendance, which will entail managing external and internal counterpart engagement, manage the Somalia portfolio implementation and ensure all relevant stakeholders are kept informed of all salient UNODC work. • With the oversight of the Regional Representative, Under-Secretary-General for UN Somalia and the Secretary-General’s Special Envoy for the Horn of Africa, lead political dialogue with government interlocutors on the re-emerging threats of piracy and develop strategic threat assessments (or the originating information) and new proposals to address and combat these as well as other maritime threats. • Take the lead to develop, provide planned direction and evaluate assigned programmes, projects and actions allocated to GLOX99 and GLOW63 and other relevant projects under the GMCP, including requests for technical assistance and advisory support received from Member States and the United Nations system; direct technical and administrative staff in programme /project development, implementation, monitoring and assessment; review of relevant documents and reports; identify priorities, problems and issues to be addressed and propose corrective actions in consultation with relevant UNODC and GMCP offices; identify and initiate follow-up actions. • Coordinate policy and programme development, and ensure it is aligned to the wider UN work in Somalia, coordinated with the Regional Representative and via the United Nations Country Team (UNCT); review the assessments of issues and trends, preparation of monitoring and evaluation of the entire programme portfolio. • Supervise preparation of written outputs, e.g. reports, background papers, analysis, substantial sections of reports and studies, inputs to publications. • Organize meetings, conferences, to include proposing agenda topics, identify participants, preparation of documents and presentations. • Manage outreach activities; design and conduct training workshops, seminars, make presentations on assigned topics/activities. • Take the lead in creating opportunities for joint programming within UNODC, regional offices as well as other international partners with a view to develop holistic and hybrid programme proposals for fundraising. • Coordinate and manage activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) of the programme portfolio and ensures preparation of related documents /reports (pledging, work programme, programme budget). • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Lead the team members’ efforts in implementation and provide insight to identify trends or patterns, support decision-making, presentation and reporting. • Serve as an effective spokesperson in in all engagements and establish collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensure effective utilization, supervision and development of staff; guide, evaluate and mentor staff. • Support the regional programmes in identifying technical assistance needs for capacity building and manage the development of sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities both regionally and globally to counter maritime crime. Conduct field missions to States in the region and globally to assess their capacity and formulate approaches to counter maritime crime. • Review, appraise and execute best practices and programmes to counter maritime crime, promote them among relevant stakeholders, non-governmental organizations and civil society in general. Pilot-test promising practices through the design and implementation of special programmes and projects, summarize experience from pilot projects. • Coordinate and advise the Regional Representative in programme planning and providing oversight in managing the financial, physical and human resources of the local UNODC office under his/her supervision in line with the established policies and delegated authority in Somalia. • Keep abreast of national, regional and continental political developments, policy shifts, trends and emerging issues pertaining to UNODC’s mandates and advise the Regional Representative and senior management on dynamics and possible policy and operational responses to enable planning and decision-making. • As assigned by the Regional Representative, represent UNODC’s position in the country’s joint UN coordination mechanisms, national coordination platform or events and coordination fora and promote effective partnerships with Resident Coordinator, other UN entities, governmental institutions, civil society, national and international stakeholders, aid agencies, diplomatic community and financial institutions, parliamentarians, private sector stakeholders and media. Ensure that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country. • Create an inclusive and diverse work environment which fosters civility and respect among colleagues and uphold zero tolerance to harassment, including sexual harassment/exploitation, discrimination and abuse of authority. • Perform any other work-related duties as required/assigned.

Education
An advanced university degree (Master’s degree or equivalent) in justice, law, criminology, business administration, operational management or other relevant social or political area with adequate focus on law enforcement issues is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible professional experience in a relevant military or naval service, law enforcement, or in the fields of crime prevention, criminal justice and/or programme management directly related to maritime law enforcement is required. Work experience in international cooperation in the maritime area including participation in joint military operations and maritime law enforcement is required. Solid work experience in planning, training and in operational roles is required. Work experience in project/programme elaboration, implementation and monitoring is required. Work experience in planning, training, conducting, and assessing maritime law enforcement operations is desirable. Work experience in hostile, high-risk, operational environments is desirable. Work experience in working with conflict and post conflict countries is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.
