Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among other things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

How can you make a difference?

Under the general guidance and directions of the Chief of Nutrition, and Output Managers, you will be responsible for coordinating and supporting the Nutrition Information Management activities under the Pakistan Country Office. As the Programme Officer [IM] you will provide professional technical, operational, and administrative assistance throughout the programming process for Nutrition programme, applying theoretical and technical skills in researching, collecting, analyzing, and presenting relevant programme information to support/inform the development and formulation of evidence-based Nutrition Programming within the Country Programme, while learning organizational rules, regulations and procedures.

As the Programme Officer (Information Management), your key accountabilities and tasks are..

Nutrition Programme Information Monitoring, Reporting & Documentation  

  • Provide technical support to ensure that the Country Office and national partners have regular timely and accurate nutrition information, including trends in nutrition indicators, services utilization, coverages, as well as the country’s wider policy, economic or institutional context to facilitate evidence-based programming of health and nutrition interventions.
  • Support management of available baseline information on national statistics and key indicators through established databases for easy access and use.
  • Prepare country level statistical reports on the Nutrition status of children’s, adolescents’ and women’s, as well as provide a technical support to global reporting obligations.
  • Compile Nutrition data/information and make them available to management and sections on regular and ad hoc basis, such during emergencies, coordination meeting…. etc.
  • Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators.
  • Keep tracking of follow-up action based on management decisions resulting from Country Office performance monitoring and evaluation.
  • Support the CO in collecting and interpreting existing early warning data effectively to guide the adjustment of programmes and operational approaches when and as country contexts deteriorate.
  • Regularly update the Nutrition 4Ws/5Ws information from partners and develop maps to show the geographic spread of Nutrition interventions.

Nutrition Routine Data Collection, Analysis, Interpretation and Use

  • Coordinate the collection, compilation, cleaning and analysis of routine Nutrition data (through DHIS2), and generate reports and provide feedback to UNICEF, Ministry of Health, Provincial Department of Health, and partners on monthly basis.
  • Coordinate the standardization of the collection and analysis of routine Nutrition data across provinces.
  • Provide data/information support to UNICEF and partners team in the field in the application of routine data from DHIS2 and other health system data collection system.
  • Provide technical support as necessary to identifying and adjusting Nutrition programme performance indicators outlined in the Annual Work Plans of the Country Office.
  • Facilitate/support the roll out and use of DHIS-2 Nutrition modules, as well as support the capacity strengthening of government counterparts and development partners the application of DHIS2.
  • Monitor dashboard of selected Nutrition indicators, and present progress using visuals and descriptions (such as infographics) on regular basis.

Coordination and Technical Assistance

  • Coordinate within UNICEF and with partners and assist in their using up-to-date information in, inter alia, Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.
  • Participate in relevant technical working groups at national and provincial level to ensure updates of relevant information and follow up actions.
  • Support to ensure Health and Nutrition programme regularly presented to the Country Management Team for updates and to guide management decisions.
  • Coordinate with Field Offices and Partners to ensure that information systems are in place and regularly updated system are in place, key annual programme indicators are tracked and analyzed, including those related to partnerships initiative, and provided regularly to the Country Management Team and Sections to guide programme and management decisions.
  • Coordinate the compilation of information/data and necessary documents and make them available to programme/planning sections during programme review, planning and evaluations.
  • Coordinate with PMR team for planning, reporting and update of relevant internal reports and targets, including SMR.

Innovation, Knowledge Management and Capacity Building

  • Keep abreast on emerging global evidence and guidelines on Nutrition and support information exchange on regular basis.
    Regular share relevant information, research articles and success stories with Nutrition Partners.
  • Coordinate the development of case studies and human stories related to Nutrition programme implementations.
  • Provide support to Field Offices, coordinate/facilitate joint supportive supervision and mentoring to health facilities and communities.
  • Coordinate with Advocacy and Communication team for wider dissemination of knowledge products, lessons and promising practices.
  • Coordinate with the ICT/T4D team for digitalizing and documentation of relevant documents and systems.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required:  Social Science, Planning, Monitoring and Evaluation, Information management/Technology, Statistics/Computer Science, Economics, Research, or another relevant technical field.
  • A minimum of two year of professional experience in managing health and/or nutrition information system, surveys, monitoring, evaluation, research…etc. knowledge, and experience in on DHIS2 or other relevant information systems will be an asset.
  • Proven statistical, analytic, writing, facilitation and technical skills, including excellent knowledge of MS Excel, and other software applications.
  • Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.
  • Fluency in English is required, and local language is an asset.
