In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately.  Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

UNICEF Yemen is seeking a highly skilled and experienced programme officer to provide professional technical assistance and support for DHIS2 implementation, HMIS programme design, planning and implementation, management and evaluation of programme/project activities, data analysis and progress reporting, in support of programme goals and objectives.

As a programme officer, you will play a pivotal role in enhancing HMIS in the country and rolling out the DHIS2 platform at all levels including data-related processes and quality within the organization. This involves addressing technical gaps in DHIS2 implementation and using DHIS2 for data collection, management, and analysis. You will work to improve overall data quality through capacity-building initiatives for staff, consultants, government counterparts, and third-party personnel engaged in data management. By collaborating closely with key stakeholders, you will prepare data analyses that support evidence-based decision-making and resource mobilization efforts, ensuring that data serves as an asset for informed actions and strategic planning.

Your key accountabilities and tasks for the post are as per the following: 

  • Effective knowledge management and systems, information exchange and the development of training and orientation materials developed and deployed for strengthening country programme management and activities.
  • Situation Analysis prepared/updated, critical programme intervention point/measures identified, programme work plans/recommendations prepared and incorporated, Programme reports prepared as required.
  • Programme funds are optimally used.
  • Programme monitoring and evaluations are effectively conducted to improve programme performance, and programme status reports timely prepared.
  • Rights-based and results-based programming approaches are fully incorporated into all phases of programme and project processes.
  • Commitment and institutional capacities of the national and local partners gained and established.
  • Rights perspective and advocacy at the community and family levels are incorporated in policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.
  • Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.

To qualify as an advocate for every child you will have…

A university degree in one of the following fields is required: Social Sciences, International Relations, Health Informatics, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Information Technology, Statistics, Computer Science, or another relevant technical field.

  • At least one years’ professional experience in providing technology-related support for public health and/or international development.
  • Strong knowledge of DHIS2 configuration & implementation required.
  • Demonstrated field-based support and or implementation of HIS solutions strongly preferred.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
