The post is located in the Office for the Peacekeeping Strategic Partnership (OPSP) in Office of the Under-Secretary-General for Peace Operations at the United Nations Headquarters, New York. The incumbent reports directly to the Head of the Office and will complement the work of the OPSP Senior Military and Police Strategic Partnership Officers and the OPSP Mission Support Officer. The Department of Peace Operations (DPO) serves as an integrated “centre of excellence” for United Nations Peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in the context of mandates in countries where peace operations under its purview are deployed. This includes facilitating and implementing political agreements, providing integrated strategic, political, operational and management advice, direction and support to peace operations; developing political, security and integrated strategies, leading integrated analysis and planning of peace operations and backstopping those operations.

Responsibilities

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Coordination of reviews with internal and external stakeholders, including the Integrated Operational Teams, the Office of Military Affairs, the Police Division, the Division of Policy, Evaluation and Training, the Department of Field Support, the Special Committee on Peacekeeping Operations, the Military and Police Advisers Committee and Troop and Police contributing countries.
  • Monitors and analyzes programme / project development and implementation; reviews relevant documentation and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Support OPSP in identifying and addressing systemic gaps in United Nations peacekeeping operations by assessing the performance of military and police components in United Nations peacekeeping operations.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in in military science, international relations, political and social science, administration, management, or a related field. business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of seven (7) years of progressively responsible experience in military profession at the rank of major and staff experience at the operational or strategic level is required Experience serving in a United Nations Peacekeeping Operation or similar setting is required. Experience serving at United Nations Headquarters or similar international organization is required. Experience in evaluating the operational, administrative and logistical performance of military units deployed to UN peacekeeping operations is required. Experience in identifying systemic gaps in mandate implementation of Uniformed components of peace operations is required.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
