BACKGROUND:

Established in 1948, The International Union for Conservation of Nature (IUCN) is a membership Union composed of both government and civil society organizations. IUCN has had its operations in Tanzania for more than four decades working with many partners and supporters to implement a large and diverse portfolio of conservation projects ranging from management of protected areas, forest ecosystems, coastal resources, aquatic ecosystems, and climate change resilience. IUCN/Tanzania is implementing the SUSTAIN Productive Landscapes for Inclusive Growth (SUSTAIN Pro) that is designed to tackle food systems challenge by decoupling productivity from land degradation and ecosystem loss, reconnecting the relationships between governance structures for land and water by improving integration and inclusion, aggregating success and innovation in food system processes and practices and through building landscape partnerships to drive change; and SUSTAIN Ecosystem stewardship to balance sustainability & growth (SUSTAIN Eco) projects that aim to address ecosystem degradation and enable the sustainable and inclusive management of natural resources through improved governance and rights, sustainable management practices and by catalyzing investment in protection and restoration of biodiversity and ecosystems within the Southern Agricultural Growth Corridors of Tanzania (SACGOT).

IUCN Tanzania is seeking a Programme Officer to support the execution of SUSTAIN Eco, GEF 6 Restoration Project and Integrated Water Resources Management (IWRM) in Sumbawanga – Katavi Landscape.

JOB DESCRIPTION
MAJOR RESPONSIBILITIES:

Under direct supervision of the Programme Manager – SUSTAIN II, the Programme Officer will primarily be responsible for the overall implementation of SUSTAIN Eco in the Sumbawanga – Katavi landscape, while at the same time contribute to the delivery of TRI Project and IWRM Project in the Rukwa – Katavi landscape. He/She will be responsible for landscape level programme oversight and will monitor the development and implementation of programme plans and activities in close consultation with counterparts from the implementing partners.

The Programme Officer will be responsible for planning, administration, financial management and implementation of the programme goals and the objectives. Under the supervision of the Programme Manager – SUSTAIN II and Programme Manager – TRI, the Programme Officer (LPC) will as well be responsible for coordination and support of implementing partners to ensure effective and timely activity development, planning, delivery, monitoring, and reporting in the SUSTAIN/TRI/IWRM implementation in the landscape coordinating closely with the Landscape Biodiversity Officer and Programme Assistant.

He/ She will regularly liaise with Sustain Eco implementing partners, local government agencies, other CSOs and NGOs, local communities and community-based organizations representing the values and interests of IUCN.

SPECIFIC DUTIES:

Under the direction of the Programme Manager – SUSTAIN, the specific responsibilities of the Programme Officer are to:

Project Management;
Facilitate the preparation of detailed work plans, budgets and schedules for successful landscape level project development and implementation in collaboration with the biodiversity conservation officer, programme assistant, partners and stakeholders;
Provide technical oversight and guidance on activities carried out by partners, ensuring coherence with the project’s Monitoring and Evaluation Framework;
Coordinate and monitor the administration of project budgets and work plans according to approved external contracts and internal agreements, work plans, internal procedures and policies, and donor requirements.
Collaboration with national and regional colleagues and partners, as well as in-country assessment teams, to define and actively manage critical pathways for the uptake of assessment findings, ensuring the relevance of assessment outcomes and their integration into domestic policy processes and programs
Lead the organization of landscape level multi-stakeholder workshops and other similar events;
Lead gender and youth integration and capacity building of partner organizations, public sector, private sector and local communities;
Support Sustain Eco activities by researching and synthesizing information on themes and issues relevant to the work of the program;

Financial Management;
Lead landscape project budgeting, procurement and manage activity-based budgets and funds to ensure that all the activities are executed timely, efficiently, and effectively.
Ensure that project activities are on-time, on-budget, and on-track for contributing to the achievement of the projects’ objectives and contractual obligations
Ensure timely financial expenditure monitoring and accountability for IUCN-led and partners activities

Monitoring, Evaluation, Communications and Knowledge Management
In coordination with M&E Officer, develop and apply the projects monitoring instruments and systems including periodic data collection and reporting;
Contribute development and timely submission of all required IUCN and donor reports;
Undertake regular visits to project sites and evaluate programmatic outputs and impact both quantitatively and in terms of quality implementation;
Support the updating of the project on the IUCN portal with relevant project data;
Document case studies, best practices and lessons learned and develop communication materials for dissemination to target audiences.

Fundraising and project development;
Support the identification of new funding opportunities to scale-out project activities within SAGCOT
Support the development of new project proposals;
Support networking with key development partners, national institutions and NGOs to support project implementation.
Keep abreast of development needs and programme opportunities in the landscape including those in line with IUCN’s sectoral priorities and programmatic principles.

Representation;
Network and liaise with all the partners and potential partners, developing and maintaining partnerships and strong relationships across all sectors (including the private sector);
Maintain good working relationships with MDAs, non-state actors, private sector, community leadership and visiting donor teams;
Represent IUCN on issues at strategic, political and technical meetings, seminars and other events and processes as may be required from time to time;
Perform any other duties as assigned by Programme Managers

REQUIREMENTS
• POSITION REQUIREMENTS:

Education:
Minimum Bachelor’s degree in a relevant discipline, including agriculture, agribusiness, agricultural economics, business administration, or related fields
Knowledge of issues related to sustainable agriculture, climate change, will be an added advantage.
Computer literacy in relation to office applications (word processing, spreadsheets, PowerPoint) use of internet and online communication tools;
At least five years of professional experience in biodiversity conservation, forest landscape restoration, natural resources management, Climate change/REDD+, governance, or in sustainable development.
Solid knowledge of conservation, climate change, land tenure and governance, and sustainable development policy issues;
Practical experience in implementation of field projects, with linkages to national policy processes and programmes;
Experience in fundraising and resource mobilization
Experience in Multi-Stakeholder Processes and in creating and facilitating dialogues, partnerships and synergies;

Work Experience;
At least five years of professional experience in environment, natural resources management, sustainable agriculture, agribusiness or in sustainable development
Solid knowledge of policy issues on sustainable agriculture, agribusiness or related themes
Practical experience in leading / supporting the implementation of field projects including on biodiversity conservation
Experience in creating and facilitating multi-stakeholder dialogues, partnerships and synergies
Experience in the working with government entities, community conservation groups, FFPOs, CBOs, Private Sector, and other value chain actors
Computer literacy in relation to office applications (word processing, spreadsheets, PowerPoint) use of internet and online communication tools

Language Requirements;
Fluency in English and Kiswahili (both written and verbal).
