Salary – between £25,000 and £32,000 dependent on experience.

About Us

The HALO Trust is a leading international nonprofit organization dedicated to the clearance of landmines, unexploded ordnance (UXO), and other explosive remnants of war, including those from World War II. HALO began its operations in the Solomon Islands in June 2023 with the aim to support the Royal Solomon Islands Police Force in determining the full extent of the contamination that will pave the way to the removal and disposal of these items that cause several accidents every year. While mapping the contamination, HALO teams also educate the communities on safe behaviour. After the first full year of operations, HALO is looking to expand its existing operations in Guadalcanal and open a new fixed location in Munda to oversee work in the Western Province.

About the Role

HALO is seeking to recruit an enthusiastic, self-motivated and well organised individual who will serve as the Programme Officer for HALO Solomon Islands. The Programme Officer is responsible for a variety of duties, including drafting reports and proposals, coordinating a number of key functions including monitoring and evaluation, communications, risk education and contract monitoring. The Programme Officer will also have a significant part to play in helping develop environmental projects alongside colleagues in regional and global roles. HALO’s main office is located in Guadalcanal, however travel to the Western province island of New Georgia will be required on a continuous basis and potentially other locations for training courses and other duties. In summary this is a diverse role with a wide range of opportunities for personal and professional development.

Duties and Responsibilities

Data Collection and Risk Education

  • Casualty Data Collection: Collect and manage casualty data for planning and prioritisation.
  • Risk Education: Manage and coordinate the risk education team throughout the Solomon Islands
  • Health Needs Assessment: Determine the needs and wants to support the implementation of health care projects.

Environmental and Fisheries Goals

  • Goal 3: Address issues related to fish bombing, mangroves, coral reefs, and the Fisheries Act, focusing on localisation efforts in project implementation.

Project Development and Monitoring

  • Donor Engagement: Explore needs and opportunities for new donors and partners, focusing on professional development, conservation, and development to maximize HALO programmes’ impact.
  • Proposal Development: Develop and write donor proposals with support from the Programme Manager and other departments.
  • Reporting: Adhere to donor reporting schedules and internal review processes, ensuring timely submission of all deliverables.
  • Programme Trackers: Update relevant programme trackers monthly, including indicator trackers and the monthly contract review sheet.
  • Contract Reviews: Contribute to and organize contract review processes in coordination with other departments.
  • Donor Reports: Write and compile inputs for donor reports, coordinating with others on the programme to ensure compliance with donor requirements.
  • Information Management Support: Ensure high-quality data collection and sharing with the Information Management department.
  • Coordination: Coordinate with all programme departments, location offices, and HQ departments as needed.
  • Donor and Partner Relationships: Support the Programme Manager in maintaining strong working relationships with donors and partners.

Impact Monitoring

  • MEAL Teams: Work with Global and programme MEAL teams to design and implement socio-economic data collection tools and processes.
  • MEAL Team Management: Manage the programme MEAL team, guide the development of work plans, and monitor the quality of their work.
  • Indicator Monitoring: Maintain and develop tools for monitoring socio-economic data and measuring the impact of non-mine action activities.

Media and Communications Strategy

  • Media: Develop case studies and engage in film and photography content
  • Communications: Post media on Facebook, Twitter and local news outlets.
  • Risk Messaging: Craft and disseminate risk messages.
  • Communications Strategy: Contribute to developing and implementing the programme’s communications strategy.
  • Advocacy Materials: Develop advocacy and promotional materials (print/digital) while adhering to HALO’s branding requirements and policies.
  • Content Collection: Collect content from the field and develop case studies for sharing with donors and external communications efforts.
  • Communications Opportunities: Support programme communications opportunities by sharing content with HQ and pursuing opportunities to highlight HALO’s work in the Pacific.

Other Duties

  • Administrative Support: Perform other administrative duties as required.
  • Policy Compliance: Support compliance with HALO policies and procedures.
  • Standalone Projects: Work on other standalone projects and initiatives.
  • Strategic Planning: Contribute to the development of department and programme strategic plans.

Requirements

Who we’re looking for:

Essential

  • Experience in international development
  • Experience working with government donors
  • Experience with donor report and proposal writing
  • Experience monitoring project performance against indicators
  • Monitoring and evaluation skills, including designing logframes, designing surveys, collecting data, conducting data analysis, and reporting on findings
  • Strong understanding of quantitative and qualitative research methods
  • Advanced Microsoft Office skills
  • Good interpersonal and communication skills
  • Exceptional organisational skills
  • Fluent written and spoken English

Desirable

  • Experience in the mine action sector
  • Experience managing donors and stakeholder relationships
  • Results based management experience
  • Experience in the Pacific

  • Salary between £25,000 and £32,000 dependent on experience.
  • Local overseas allowance of $350 per month
  • Shared accommodation in HALO accommodation provided at nil cost.
  • 49 days of leave annually (weekend inclusive equivalent to 7 weeks of pay leave),
