The Programme Officer (Sustainable Development) reports to the Deputy Director, Forestry Division (NFO) under the second supervision of the Director, FAO Liaison Office with the United Nations in New York (FAOLON), working in coordination with the Office of Climate Change, Biodiversity and Environment (OCB) and the Land and Water Division (NSL). The incumbent will work closely with Decentralized Offices and other relevant FAO units.

Technical Focus:

Planning, implementing and supporting activities that promote the advocacy of FAO’s work in natural resource management, in particular forestry, climate change, biodiversity, ecosystems, soil, land water and the environment in multilateral fora in New York, Rome, and other key locations.

Key Functions:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation.
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
  • Prepares various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions:

  • Supports programme delivery in the areas of forestry, climate change, biodiversity, ecosystems, environment, soil, land and water issues.
  • Provides technical backstopping and support in the assigned programme areas to relevant events and processes taking place in New York.
  • Prepares, compiles and coordinates technical materials including briefings, talking points, speeches, supporting materials, concept notes, background documents in the assigned programme area.
  • Contributes to coordination of multi-lateral and multi-stakeholder process, maintain networks and partnerships.
  • Guides and supports planning, technical inputs, delivery and outreach for major events at the UN headquarters.
  • Liaises and builds partnership with New York based partners including in the UN common system, Members, civil society, private sector and other groups including youth.
  • Participates in multidisciplinary teams which involve forestry, climate change, biodiversity, ecosystems, environment, soil, land and water issues in processes in New York and other key offices.
  • Represents FAO as needed in relevant technical events and meetings.
  • Performs other duties, as required.

Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in social sciences, natural sciences, programme management or a related field.
  • Five years of relevant experience in project or programme implementation, policy advocacy and stakeholder engagement in one or more of the following areas: forestry, climate change, biodiversity, ecosystem, environment, soil, land and water.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills:

  • Work experience in more than one location or area of work, particularly in field positions.
  • Relevance and extent of experience in implementing programmes and projects related to climate change and the environment, including forest-related issues.
  • Relevance and extent of experience in working with multi-partners’ projects and multidisciplinary teams.
  • Work experience in organizing high-level events, workshops, and seminars.
  • Extent and relevance of experience in policy advocacy and stakeholder engagement.
  • Excellent communication skills in English, both orally and in writing.
