The Division of Data, Analytics, Planning and Monitoring (DAPwas established in 2019 to drive decision making and organizational learning, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child. DAPM promotes the use of data, analytics, planning and monitoring, and related aspects of strategic country programme management, to achieve transformative impact for children.

The Division is responsible for driving, shaping and guiding UNICEF’s evidenceinformed analysis, corporate and country planning, programme implementation and related risk management, monitoring, knowledge management and organizational performance. As such, DAPM enables the organization to deliver on results in a more coherent manner, based on agile and contextualized programming processes, and on data, evidence, and analytics, as well as the application of humanrights based and resultsbased approaches.

Within DAPM, the Programme Effectiveness Team (PEleads, regulates and coordinates the development and issuance of organizationwide policies, procedures, standards, guidance, systems, tools and platforms to strengthen programme effectiveness across all contexts, including programme planning, implementation and related risk management, safeguarding, monitoring, organizational performance, knowledge management, at all levels. In doing so, PET engages with all divisions/offices across HQ as well as with all regional offices, UN agencies, funds and programmes, specialized agencies, other technical organizations and the UN Development Coordination Office.

The Organizational Performance unit plays a central role in advancing UNICEF’s strategic vision by driving performance management agenda at the country, regional, and global levels. This includes streamlining and strengthening annual reporting of results, simplification of systems and tools that provide realtime analytics for informed decision making and resultsbased management. Additionally, the unit leads on increasing transparency to stakeholders, including beneficiaries and donors on how and where UNICEF’s resources leverage and achieve results for children.

Purpose for the job:

Under the supervision of Programme Manager (Data & Analytic, the incumbent will support UNICEF’s commitments to Transparency, particularly within the framework of International Aid Transparency Initiative. This role involves a broad range of responsibilities, including internal and external communications, knowledge management, data analysis, collation and compilation of financial and programme data.  Additionally, the incumbent will also manage the maintenance and enhancements of UNICEF Transparency Portal.

  1. Coordinate the generation, review, and publication of UNICEF’s programmatic and financial data to IATI registry and subsequently to Transparency portal.
  2. Ensure alignment with and application of principles outlined in the Information Disclosure Policy when augmenting data publications to meet IATI standards or to accommodate emerging donor stipulations regarding Information disclosure.
  3. Facilitate internal coordination and communication for efficient management of inSight and Transparency working groups.
  4. Ensure continuous communication, engagement, and feedback management in support of Unit’s work plan priorities

  1. Ensure timely publication of comprehensive and highquality IATI data including maximum alignment of our publication to the ATI index and other donor’s requirements
  • On a monthly basis, generate individual country, regional and HQ officespecific open data files using established protocols
  • Undertake data validity checks using the IATI validator and ensure compliance of datasets to latest IATI version
  • Publish the data files produced on the IATI’s registry and ensure data integrity is maintained in information subsequently published on open.unicef.org
  • Manage maintenance of UNICEF’s Transparency portal and development of new features
  1. Identify and use channels and resources that ensure proactive, continuous communication, effective engagement and feedback management
  • Develop and execute effective communication plans to meet the needs of stakeholders
  • Organize events, webinars and meetings to foster engagement and collaboration
  • Prepare and regularly disseminate effective knowledge and advocacy products aimed at reaching UNICEF staff globally with engaging content and tools

  • Facilitate preparatory, coordination and documentation work for key global workshops that relate to the Unit’s functions
  • Maintain the schedule of meetings, and gather/distribute background materials
  • Capture meeting decisions, track follow up actions and ensure timely sharing of relevant material

To qualify as an advocate for every child you will have…

  • Education: A university degree in business administration, information management, information technology, knowledge management, online communications management, or equivalent
  • Work Experience: A minimum of 2 years of professional experience in information management, data analysis, and/or PM&E with the UN is required.
  • Strong Desirables:
    • Knowledge and experience in public sector accounting principles (IPSAand Results Based Management
    • Knowledge and experience in any Enterprise Resource Planning systems and Business Intelligence Solutions
    • Good understanding of UNICEF’s data landscape and information architectureStrong Desirables:
    • Strong ability to work with others, balancing communication, coordination and support functions
    • Developing country work experience and/or familiarity with emergency.
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language is considered an asset.
