Org. Setting and Reporting

This position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS) and will be based in New York. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition, and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn. The focus of this job is to support the planning, implementation, monitoring, and evaluation of DOS response in cross-cutting operational support during start-up, surge, transition, liquidation and crisis. The Programme Management Officer will report to a Senior Logistics Officer in OPS.

Responsibilities

Within delegated authority, the Programme Planning Officer will be responsible for the following duties:

  • Plans, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation in cross-cutting operational support response in start-up, surge, transition, liquidation and crisis preparedness/response of client entities; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by coordinating processes and developing operational support concepts and plans the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates operational support guidance development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, reports/documentations to intergovernmental legislative, budgetary and oversight bodies, strategic decision briefs, correspondences to various stakeholders.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of operational support guidance to external and internal stakeholders and other parties and drafting mission summaries, etc.
  • Coordinates / facilitates activities related to funding as required.
  • Performs other duties as required.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, project management, social or natural sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
  • A minimum of two years of experience in a field location of an international organization is required.
  • A minimum of one year in the last three years of experience in drawdown and liquidation of a field entity of an international organization in cross-cutting operational support area is required.
  • Experience in development of crisis contingency plan or business continuity plans in cross-cutting operational support area is required.
  • Experience in resource mobilization and reporting to donors is required.
  • Experience in drafting reports for intergovernmental legislative bodies, and provision of support to budgetary and oversight bodies in an international organization are desirable.
  • Experience in establishing cost recovery mechanism is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
