The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA’s activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.
The Programme Planning Officer provides guidance and coordination to the monitoring, evaluation and reporting of extrabudgetary projects for the MP3 programme, with particular focus on major donor contributions.
The Programme Officer is: (a) an analyst providing background information through research on relevant issues and interaction with relevant stakeholders; (b) a coordinator, supporting divisions in a comprehensive approach to resource and partnership mobilisation and reporting; (c) a developer of tools to operationalize Agency and department partnership and resource mobilization initiatives; (d) a departmental focal point on partnership and resource mobilization matters.
Functions / Key Results Expected:
  • Analyze and advise on strategies and actions to facilitate development of partnerships and donor relationships and projects.
  • Coordinate and prepare donor reports, including the monitoring, consolidation, editing and revisions of contributions reports, in close cooperation with relevant parties.
  • Develop tools and maintain donor profiles and databases to support the operationalization of partnership and resources mobilization plans; streamline departmental procedures for extrabudgetary project management processes aligned to the Agency PRM resource mobilization objectives.
  • Plan, organize and provide technical expertise and input to meetings and to the drafting of corporate reporting. Compile and prepare financial information for progress reports on departmental extrabudgetary contributions.
  • Identify best practice and enabling conditions for the NS programme, such as resource pooling, identifying synergies and partnerships with key stakeholders.
Qualifications, Experience and Language skills:
  • Bachelor’s Degree – University degree in International relations, project management, business administration, management, business, economics, international law, or other related field.
  • Minimum of five years of experience in programme planning, monitoring, reporting, analysis and assessment or a related field.
  • Excellent computer skills in all the common applications required for word processing, data analysis, graphs, report preparation; knowledgeable in Enterprise Resource Planning (ERP) applications (ORACLE).
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
