JOB PURPOSE

  • The purpose of this consultancy is to support the effective implementation of the Benazir Nashonuma Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Head of Programme, the incumbent will lead the coordination of implementing the Benazir Nashonuma programme across 540 facilitation centers in all provinces/regions. This includes planning, implementing, and managing all aspects of the programme to ensure the effective and efficient delivery of assistance to the targeted population.

Establishing systems and processes:

  • Establish the Implementation Support Unit (ISU) to manage the implementation of the programme. The ISU will:
  • Support WFP senior management in defining the overall strategic direction on Benazir Nashonuma.
  • Oversee planning, implementation, and evaluation.
  • Represent the programme at national and stakeholder levels in consultation with the Head of Programme and SO2 team.
  • Ensure activities are aligned with objectives and timelines.
  • Ensure efficient and effective implementation.
  • Liaise with Provincial Offices (POs) and BISP on operational issues, including incident management and data access.
  • Coordinate and guarantee efficient information flow between WFP Country Office (CO) and POs.
  • BNP reports (financial and narrative).
  • Conduct regular data analysis to inform decisions/adjustments.
  • Escalate key issues to senior management.
  • Collaborate with programme teams and all functions to ensure effective delivery

Coordination and Implementation

  • Lead all aspects of coordination within WFP Pakistan, with functional units and provincial offices.
  • Ensure procurement of supplies, supply chain, and distribution of commodities/non-food items (NFIs).

Monitoring and reporting

  • Analyse data and reports to inform decision-making and necessary adjustments.
  • Provide regular updates and reports on the status of implementation.
  • Monitor project expenditures and ensure compliance with WFP’s financial policies and procedures.
  • Risk Management
  • Identify and manage risks associated with the programme, developing mitigation strategies as needed.
  • Stakeholder Engagement and Coordination
  • Strengthen provincial and national coordination by ensuring:
  • Monthly coordination meetings between WFP and stakeholders at the provincial level.
  • Quarterly coordination meetings between WFP and stakeholders at the national level.
  • Biannual joint programme reviews with all BNP stakeholders.
  • Develop Terms of Reference (TOR) and an annual meeting plan to guide the structure, content, and scheduling of coordination meetings.

Cooperating Partners

Together with the SO2, PMU and provincial teams, develop BNP Cooperating Partner (CP) monthly reporting formats. This report should provide information on the BNP implementation and should include updates on beneficiaries and stocks, performance against programme targets, programme achievements, successes and challenges, and partnership opportunities. Oversee the dissemination of the reporting format with CPs, and ensure completed reports are submitted as part of conditionality for receipt of funds from WFP.

Together with the partnership’s unit, SO2, PMU and provincial teams review the process of BNP CP management, and provide a guidance note on:

  • Characteristics/qualities of desired CPs going forward,
  • Criteria for their selection,
  • Methods of contracting and
  • Guidance for their routine performance evaluations

Digital solutions

  • Track and trace: Implementation/action plan for digital solutions to ensure traceability of commodities.

Progress reports

  • Prepare, or as appropriate, supervise the preparation of progress reports, as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Smooth running of the Implementation Support Unit with staff fully recognising roles and responsibilities between the ISU, PMU, and various functions
  • TORs and schedules quarterly and annual BNP coordination meetings
  • Internal BNP monitoring guidelines and monitoring guide for joint quarterly monitoring between BISP and WFP
  • Cooperating Partner monthly reporting format
  • Guidance for BNP CP management. As part of Cooperating Partner excellence, develop a strategy for the effective performance of Cooperating Partners, including identifying additional capacity for monitoring of FC performance
  • Challenges and response: Action plan that identifies implementation challenges and responses, especially relating to effective monitoring of the programme and SBCC, a key component of the programme.
  • Staffing structure for BISP 2.0: Staffing structure in place at the Country Office and Provincial Offices to ensure effective programme delivery and programme excellence.
  • Proposed PMU structure with updated TORs.
  • Implementation road map for digital solutions for the last mile distribution
  • Daily update of roll out plan and operational progress, including actions and challenges matrix

STANDARD MINIMUM QUALIFICATIONS

  • Education:    Master’s degree preferably in Business Administration, Economics, Project Management and or related field.
  • Experience:   Minimum 8 years of relevant professional / managerial level experience in project management. 
  • Proven experience and technical ability to manage a large project
  • Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts, and NGOs/communities.
  • Demonstrated ability in team management and collaboration

Knowledge & Skills:    

  • Knowledge Management, Leadership, Communication, Time Management
  • Languages:    Proficiency in both oral and written communication skills in English.
