BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Increasingly, WFP CAR seeks to shift away from unconditional food assistance programmes towards more livelihoods and resilience based conditional food assistance interventions. To do so, WFP continues to expand its Resilience programmes throughout the country – including School Feeding, Food Assistance for Assets (FFA) and Smallholder Agricultural Market Support (SAMS).

The Programme Policy Officer (PPO) will be responsible for the overall management of FFA across the country (8 field offices in diverse regions of Central Africa Republic). In addition to programme design, planning, implementation, monitoring and advocacy, the Programme Policy Officer will supervise other staff working under the FFA portfolio. He will also be expected to contribute to integrated programming within programme activities.

ACCOUNTABILITIES/RESPONSIBILITIES:

More specifically the consultant will:

  1. Develop and lead the implementation of the strategy and workplan for the FFA section to contribute to the overall strategy and workplan of Resilience Unit.
  2. Develop context-specific tools and activities that assist vulnerable groups in asset creation that improve food security and enhance resilience to shocks.
  3. Actively participate in selection and evaluation of cooperating partners, review of their proposals and ensure that key obligations for both WFP and partners are met as per Field Level Agreement (FLA) provisions.
  4. Provide technical support and guidance to field-office focal points and cooperating partners in the planning and implementation of community consultations, asset creation activities, and related trainings.
  5. Design, implement and oversee training of trainers (ToT) and capacity enhancement workshops for WFP staff, partners and government line ministry staff to improve the quality of FFA programme implementation.
  6. Supervise and monitor the implementation of activities to ensure that the assets created adhere to technical specifications and quality standards with sustainability plans developed with communities.
  7. Ensure integration of nutrition sensitivity and enhanced gender mainstreaming within resilience portfolio, through linkages with other units and partners.
  8. Contribute to Programme integration that links households supported under WFP food assistance initiatives, particularly Food Assistance for Assets (FFA), Home- Grown School Meals, nutrition and to SAMS activities.
  9. Ensure that WFP minimum standards and work norms are applied and provide capacity enhancement where necessary to ensure that project standards are being adhered to.
  10. Ensure the FFA funds are appropriately manager and reported.
  11. Document and disseminate best practices and lessons learned on activities in consultation with partners to demonstrate programme results and ensure all reporting timelines are adhered to by WFP and partners.
  12. Oversee activities related to commodity movements such as food deliveries, storage, transport, and distribution at the site are in line with partners Field Level Agreement (FLA).
  13. Directly supervise national and more junior programme staff, ensure overall management of the FFA team at both CO office and Field Office level , and contribute to their learning, capacity development, and career growth.
  14. Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

    • Strengthened position of WFP programmes within resilience and development agenda in CAR.
    • Improved capacity among WFP and partner staff to support the development of local livelihoods and to implement food assistance activities.
    • Improved capacity among WFP and partner staff to implement FFA and support communities to create sustainable and durable assets.
    • Greater synergies between WFP programmes and other agencies’ to increase the level of service provided to vulnerable households and smallholder farmers where possible through FFA, HGSM school meals, nutrition, SAMS, etc.
    • Strengthened integration with other WFP programmes with conflict sensitivity.
    • Strengthened nutrition-sensitive, gender-transformative, and climate adaption actions in FFA.
  1. Improved food security among beneficiaries who receive support through FFA.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree or university degree with experience and training/courses in one or more of the following disciplines: agricultural engineering, economics, social policy, rural development, agronomy, education, safety nets, or related discipline(s).
Experience: At least seven years of post-graduate, progressively responsible, job related experience in rural development, community resilience, safety nets management, applied agriculture, education in fragile contexts, or fields related to the above disciplines. Programme management experience is essential.
Knowledge & Skills: Strong understanding of WFP principles and programme standards.

Proficiency in utilizing computers, including word processing, spreadsheet, power point, and other office software packages and systems.
