JOB PURPOSE

The purpose of this consultancy is to support the strengthening of the monitoring and reporting functions of the Programme Management Unit and WFP Nutrition team who are implementing the Benazir Nashonuma Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme, the incumbent will support the WFP Pakistan office in the analysis of program data, enhancing the effectiveness of interventions and decision-making processes with the following specific areas of work:
1. Support the team to analyse data using statistical tools and software to identify trends, and translate complex data insights into clear narratives and compelling stories.
2. Prepare regular reports on the status of the BNP program, highlighting progress, challenges, and areas needing attention.
3. Review and update dashboards and make recommendations to improve their use and accessibility across different devices and platforms.
4. Develop interactive data visualization approaches that enable stakeholders to explore and interact with data dynamically.
5. Provide analytical support to the program teams to aid in operational planning and resource allocation where possible.
6. Collaborate with program and technical teams to operationalize measurement and reporting of key performance indicators (KPIs).
7. Support the creation of reports, presentations, and other communication materials with visually appealing graphics and visualizations.
8. Develop a plan to strengthen the capacity of WFP and PMU staff in these areas of analysis, reporting and data visualization through a series of trainings and workshops.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCES

Education: Masters degree in Political Science, Business Administration, Economics, Project Management and or related field

Experience: At least 3 years of Professional / Managerial level experience in Project Management 

• Proven experience and technical data analysis capability
• Effective interpersonal
, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts, and NGOs/communities.
• Demonstrated 
ability in team management and collaboration

ABOUT WFP

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

ORGANIZATIONAL CONTEXT

In February 2020, WFP established a partnership with Pakistan’s largest social safety net, the Benazir Income Support Programme (BISP) WFP. Since then, WFP Pakistan has been implementing the country’s most extensive nutrition-sensitive, conditional cash transfer programme – the Benazir Nashonuma Programme (Benazir Nashonuma). This programme adopts a multisectoral approach to address the complex issue of malnutrition in Pakistan with a focus on stunting reduction in children under two years of age, amongst the poorest households.
As of April 2024, almost 2 million of a targeted 2.12 million pregnant and breastfeeding mothers and children under two years have been supported through the programme. Currently, the programme is being operated in 543 facilitation centres in 158 districts, including 35 mobile centres.
The programme includes education on early initiation and exclusive breastfeeding, with CMAM services also available. Pregnant and breastfeeding mothers and children aged 6-23 months are provided with specialised nutritious foods, behaviour change communication, treatment services for those acutely malnourished and access to health and nutrition services at the adjoining health centres.
To break the inter-generational cycle of stunting and malnutrition, BISP has also introduced a pilot adolescent girls component which WFP is helping to implement in six districts. WFP is mobilizing adolescent girls from eligible households to enroll in the programme and ensures the provision of SBC and iron-folate tablets to prevent anaemia and folic acid deficiencies. Results from this pilot will inform a future scale up under BISP in Pakistan, which will change lives of
future mothers.
The system created by WFP in partnership with the BISP Secretariat provides a framework for expanding social protection work in the country. UNICEF, WHO, and in 2024 UNFPA and FAO along with the Departments of Health at the provincial levels are all partners.

Under the supervision of the Head of Programme, the Consultant will be responsible to support the effective implementation of Benazir Nashonuma Programme.
