BACKGROUND AND PURPOSE:

 

The Programme Policy Officer (Communications for Development) will be responsible for developing and implementing communication strategies that support WFP’s food assistance programmes. The role aims to enhance community engagement, promote behaviour change, and ensure that communication initiatives are aligned with WFP’s goals of reducing hunger and improving food security and nutrition. The Programme Policy Officer (C4D) will work closely with programme teams, communication team, partners, and communities to deliver effective communication interventions that drive positive social and behavioral change.

 

KEY ROLE & RESPONSIBILITIES:

 

Strategic Communication Planning

 

  1. Implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  2. Monitor and analyse traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  3. Develop and implement comprehensive communication strategies that support WFP’s programme objectives in Karamoja.
  4. Identify key messages, target audiences, and appropriate communication channels to effectively reach and engage communities.

Community Engagement and Behaviour Change

 

  1. Contribute to communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
  2. Design and implement communication for development (C4D) initiatives to promote positive behavior change related to food security and nutrition.
  3. Engage with communities through participatory approaches to understand their needs, preferences, and cultural contexts.
  4. Develop and disseminate culturally relevant communication materials, including posters, leaflets, radio messages, and social media content

 

Capacity Building and Training

 

  1. Conduct training sessions for WFP staff, partners, and community volunteers on communication skills, behaviour change communication (BCC), and community engagement.
  2. Build the capacity of cooperating partners to design and implement effective communication strategies.

 

Stakeholder Coordination

 

  1. Collaborate with other UN agencies, NGOs, government bodies, and community organizations to align communication efforts and maximize impact.
  2. Participate in inter-agency communication working groups and contribute to joint communication initiatives.

 

Content Development and Management

 

  1. Develop high-quality content for various communication platforms, ensuring consistency in messaging and branding.
  2. Manage the production and distribution of communication materials, ensuring timely and effective delivery to target audiences.
  3. Generate donor specific visibility content including, text, photos, videos, and audio for use across a range of integrated online platforms, in order to support global and country fundraising activities, ensuring consistency with corporate messages.

 

Advocacy and Public Information

 

  1. Support advocacy efforts by developing communication materials that highlight WFP’s impact and raise awareness of food security and nutrition issues in Karamoja.
  2. Prepare press releases, briefings, and other public information materials as needed.
  3. Maintain a contact list of journalists and media outlets and support the flow of news/information about WFP’s work to the media, in order to support regular and appropriate communications.

 

Digital and Social Media

 

  1. Support the social media plan by developing social media content, and utilizing platforms, networks, and partners to enhance coverage and support of WFP’s activities.
  2. Leverage digital and social media platforms to amplify communication efforts and engage with online audiences.
  3. Monitor and analyze digital media metrics to evaluate the reach and engagement of online communication initiatives.

 

Monitoring and Evaluation

  1. Develop indicators and tools to monitor and evaluate the impact of communication initiatives.
  2. Collect and analyze data to assess the effectiveness of communication strategies and make data-driven adjustments as needed.
  3. Prepare regular reports on communication activities and their outcomes.

 

Administrative and Financial Management

 

  1. Manage budgets for communication activities, ensuring cost-effectiveness and compliance with WFP’s financial policies.
  2. Prepare and process administrative and financial documents related to communication projects.
  3. Perform any other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

 

Advanced university degree in Communications, Social Sciences, Journalism, Public Relations, or a related field, or a first-level university degree with additional years of related work experience.

 

Experience:

At least five years of progressively responsible experience in communications, behaviour change communication, community engagement, or related fields, preferably with an international organization or NGO.

 

Knowledge & Skills:

Technical Skills: Proficiency in communication strategy development, content creation, and multimedia production. Experience with digital and social media platforms. Knowledge of monitoring and evaluation methodologies for communication initiatives. Communication Skills: Excellent verbal and written communication skills in English. Ability to produce high-quality written materials and presentations. People Skills: Strong people skills with the ability to collaborate effectively with diverse teams and stakeholders. Experience in community mobilization and participatory approaches. Competencies: Purposeful, initiative-taking, and able to work under pressure. High ethical standards, integrity, and professionalism. Ability to think strategically and creatively.

 

Languages:

Fluency in oral and written English. Working knowledge of local languages is an added advantage.
