JOB TITLE: Programme Policy Officer

DUTY STATION: Bambari, Central African Republic

DURATION: 11 months

CONTEXT AND OBJECTIVE:

Bambari area office covers 4 prefectures in the South-East of the Central African Republic: Ouaka, Basse-Kotto, Mbomou and Haut-Mbomou. It has 2 offices, the main office of which is based in Bambari.

with its Bangassou field office.

The operational context is marked by a very volatile security situation with almost permanent insecurity in the four prefectures which are all a rear base of different armed groups.

Furthermore, there is worryingly severe food insecurity affecting all these prefectures and increased chronic malnutrition indicated by high rates exceeding alert and emergency thresholds in certain localities.

The position aims at coordinating activities of Programme (Implementation of GFD, Nutrition to treat and prevent acute malnutrition, school meals, resilience, capacity strengthening) and transfers modality (food, cash/e-vouchers, capacity strengthening). Coordination of the implementation of the food aid activities includes in depth partnerships with functional units in the country office (Programme, Supply Chain, RAM, Gender Protection, AAP) as well as with the other units within the area office.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Head of Area Office, the incumbent will have the following duties and responsibilities for which he/she will be accountable for:

  1. Implement Programme activities under Bambari area office of responsibility, consistent with the broader policies and strategies established by the country office; ensure effective management and coordination of Programme activities and correct implementation of WFP rules and regulations related to Administration, Staffing, Finance and Budget.
  2. Manage Programme staff under direct supervision, providing training and technical guidance in their work towards attainment of the area office targets.
  3. Ensure that Programme activities in the areas covered by the area office are designed and implemented informed by RAM evidence and integrating the corporate people focused approach (integration of the gender, protection, accountability to beneficiary, included);
  4. Timely ensure that areas of interventions and needs for food aid by type of transfer modalities to the beneficiaries, plan of resources utilization are consolidated in coordination with all the stakeholders in the area of coverage as well as in the country office Programme Policy division/supply chain division for timely delivery of the food aid to the beneficiaries.
  5. Undertake frequent field visits to ensure reality/pulse check on the assistance being provided to the beneficiaries; that quality and safety of the transfers are abided to; highlighting areas of improvements and put forward corrective measures, new initiatives; Work effectively with and monitor international and local NGOs contracted as cooperating partners.
  6. Coordinate the compilation of clear, comprehensive information and well prepared periodic and ad-hoc reports including weekly distribution reports and weekly sitreps to be transmitted to the country office on a timely basis.
  7. Ensure the quality of data collected from cooperating partners and their timely capturing in the various country office data bases (COMET)
  8. Have a special vision on the “3 A” approach in Food for Asset activities diversification, incorporating the Triple NEXUS vision: HUMANITARIAN-PEACE-DEVELOPMENT.
  9. Support the Head of Area Office in developing and sustaining liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
  10. Participate to coordination meetings and represent WFP as requested and necessary.
  11. Perform any other task as requested and necessary.

DELIVERABLES:

  1. WFP Programme and activities with the area of assignment are well managed and led, resulting in timely and effective deployment of food assistance programmes.
  2. CO Programme initiatives, policies and strategies are timely deployed in the area of assignment.
  3. Capacity strengthening and productive assets creation to smallholder farmers and food-insecure communities to build communities resilience are well implemented.
  4. Identification where food assistance is to be deployed done through fruitful collaboration with local authorities and other partners; quality support and technical expertise provided for the planning, formulation, and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or e-vouchers)
  5. Forge and nurture external partnerships to improve assistance packages and support complementary strategies are forged and nurtured; potential areas for collaborative approaches and initiatives are identified and implemented to the extent possible
  6. Leadership skills are demonstrated in managing the unit.
  7. Problems are analyzed and solutions are proposed within the area of assignment and escalated when necessary to the Country Office functional divisions in a proactive manner.

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has experience working across the Program portfolio including VAM/Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.

REQUIRED QUALIFICATION AND EXPERIENCE:

Education: Advanced University degree in International Affairs, Economics, Food Security, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance, Natural Resource Management, or First University Degree with additional years of related work experience and/or training/courses.

Experience:

For holders of an advanced degree, 5 years of relevant work experience, and 7 years for holders of first-level university degree of progressively responsible experience in managing food security/assistance programmes or other development-related fields.

Language: Fluent in French and Intermediate knowledge (level B) in English
