BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP is the world’s largest humanitarian agency, dual mandated to achieve food security in emergency and development contexts. To support countries to meet SDG2, WFP programme must meet immediate needs while helping to establish systems and structures to address the root causes of chronic hunger and support development pathways for the most vulnerable. In fragile contexts WFP’s programmes must also consider conflict dynamics and should aim to support peace building outcomes where possible.
Since its independence from France in 1960, decades of recurrent conflict and socio-political instability have rendered the Central African Republic (CAR) one of the poorest and least developed countries in the world. 71 percent of the CAR’s 4.7 million citizens live below the poverty line and the country ranked second to last on the 2020 Human Development Index. The Ukrainian war crisis is impacting indirectly the humanitarian crisis in CAR. 50 percent of the country now faces acute food insecurity from the combined impact of insecurity, low agricultural production, and loss of income and livelihoods.
Within this context WFP is expending the digitalization of its beneficiaries, transfer, and engagement systems to improve the efficiency, accountability, and effectiveness of its programming. WFP plans to strengthen the quality of its operation by focusing on data management country-wide and key partners through the course the CSP.
WFP’s CAR country office requires a programme and policy officer to manage beneficiary data, to train staff in the use of data protection and other assessment related to data, and rollout of the CBT in coordination with relevant country and sub-office teams and ensure data compliance with WFP programming.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Provide support on data management and analysis, comprised of key WFP units necessary for the CBT rollout plan, provide regular progress reports to sub-office and CO.
- Building data knowledge and continuous improvement to support CO management make key strategic and technical decisions necessary for effective digitalization.
- Coordinate with relevant CO and SO team members including RAM, Programme, CBT, SCOPE/TEC, Protection as well as key partners including WFP cooperating partners and selected Financial Service Provider (FSP);
- Draft data sharing agreements between WFP CO and partners in the latest include the digitization of beneficiary identity information and transitioning assistance to align with determined modality and mechanism criteria.
- Perform data sanity check on beneficiary’s database before importation into SCOPE, beneficiary data management platform.
- Set up dashboards for monitoring CBT and In-Kind distributions, performance reports of retailers during distributions, and transaction reports.
Train and strengthen the capacities of colleagues in sub-offices, the country office, and partners.
DELIVERABLES AT THE END OF THE CONTRACT:
- Monthly CBT Tableau dashboard of beneficiary data, on programme intervention.
- Maintain data integrity on beneficiaries is operational and effective in Bangui, with an effective nationwide rollout plan developed and rollout underway.
- Deduplication of biographic data are performed on monthly basis, verified in SCOPE, with appropriate functional identity and payment instruments produced and distributed.
- Cash data assurance monitoring and reconciliation report every month for CO and SO.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: | Master’s degree in computer sciences, mathematical sciences, political sciences, or another relevant field |
Experience: | At least four years professional experience in the humanitarian/development sector with increasing responsibility, at least two of which spent in a field location. Experience with cash programming, data analysis, dashboard reporting and technology/information management systems beneficial. Knowledge of WFP-used technology systems including SCOPE, Tableau, Power BI, MODA/ODK, advantageous. |
Knowledge & Skills: | Strong project management, coordination and interpersonal skills required. Ability to work with teams to integrate planning and implementation objectives. Ability to meet deadlines and work under pressure in difficult conditions with minimal
supervision. initiative, enthusiasm, creativity, and flexibility. |
Languages: | Working-level fluency in French and English |
