ORGANIZATIONAL CONTEXT

Social protection is an increasingly popular strategy for governments to reduce extreme poverty, hunger and inequality. Virtually every country in the world has at least one social protection scheme in place, and 2.5 million people are already covered by some type of social protection programme. 

As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, the World Food Programme (WFP) is increasingly called upon by governments to support national social protection systems. In 2019, WFP partnered with governments in 75 countries to support their national social protection systems, making support to social protection an integral part of WFP’s activities in most of the countries where it operates. 

Through its triple role as a technical advisor, service provider and complementary actor, WFP is supporting these efforts, as it works with governments to extend the coverage, comprehensiveness, adequacy and quality of national social protection systems, with the aim to ensure that all people have access, throughout their lives, to strong national social protection systems that safeguard and foster their ability to meet their food security, nutrition and associated essential needs, and to reduce and address the risks and shocks they face.

JOB PURPOSE

There has been a growing demand for WFP to support the national social protection system. As a result, there is an increasing need for internal coordination across functional areas (e.g. TEC, school feeding, VAM, country capacity strengthening, VAM, supply chain, TECH) where WFP has a comparative advantage, to ensure the organization delivers well-planned, integrated social protection support to the Government of Iraq. The WFP Iraq Country Office intends to recruit a Programme Policy Officer (Digital Transformation) NOB, to support the Government of Iraq on digital transformation initiatives related to social protection, led by WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with corporate policies and guidance relevant to social protection.
  2. Provide project management support to specific and defined social protection programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Research and analyse a range of policy and operational issues to inform the development of in-country social protection policies, strategies, programmes and activities.
  4. Develop and coordinate data gathering and monitoring systems ensuring that quality standards are maintained for social protection programmes and projects.
  5. Contribute to the preparation of accurate and timely reporting on social protection programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Contribute to the consolidation, development, and dissemination of knowledge products pertinent to social protection.
  7. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing interventions, and identify and manage risks.
  8. Support the identification, development, and management of external partnerships for improved support to national social protection.
  9. Support the capacity strengthening of WFP staff, partners and national government to identify and address in-country social protection needs, e.g. by providing inputs into specific social protection guidance materials and/or learning initiatives.
  10. Guide and supervise more junior staff, acting as a point of referral and assisting them with analysis and queries related to social protection.
  11. The incumbent to support the digital transformation interventions for the Country Office in a coherent manner, linking with the Government of Iraq’s vision for digitalization and e-governance. Programme management tools, for tracking progress, activities, risks, and issues should be defined and used for digital transformation implementation, especially for PDS Reforms Project, Graduation Pathways Project, Farmer’s Project, and the Single Registry.
  12. The Digital Transformation Officer to support the government engagement for digital transformation interventions for the country office. Liaison and partner with key actors in relevant government ministries and support the government to design and implement digital transformation strategies and interventions.
  13. The Digital Transformation Officer to develop annual project plans, and ensure submissions and approvals by the unit heads, Country Office management, and donors. Identify, manage and monitor the risks with the proposed approaches and coping strategies and take lead for programme design, development, and implementation. Digital Transformation Officer to support to prepare a results framework with details on the implementation strategies, approaches, key indicators, milestones and targets. Prepare the projects’ quarterly and annual reports in prescribed templates, according to the results framework for partners and donors, as required.
  14. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Advanced University degree in Information Technology or related fields, or First University degree in the same subject(s) with additional years of related work experience.

 

Experience

  • At least 5 years of professional experience as a digital transformation expert working in a variety of functional domains and work environments; any Government experience in Iraq, or a country with a similar context will be considered a distinct advantage.
  • Proven track record in leading the development and/or delivering change management.
  • At least 3 years of experience in eGovernment institutional development programs/projects for government agencies.
  • Minimum of 3 years’ experience in Project management and backstopping capacity, that will secure successful execution of change management services.
  • Excellent communication, organization, and teamwork skills.

 

Language

  • Fluency (level C) in English language and Arabic language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has analyzed major technical issues of projects and formulated recommendations.
  • Has participated in the analysis and re-design of business processes or applications.
  • Has conducted cost-benefit analyses to support project management.

TERMS AND CONDITIONS

Position Title: Programme Policy Officer (Digital Transformation)
Contract Type: Fixed Term 
Grade: NOB
Duty Station: Baghdad, Iraq
Contract duration: 1 year, with possibility of extension subject to funding availability and satisfactory performance.
Salary: Starting at USD 66,014.00 gross per Year.
Medical Plan: Valid medical plan for the staff member, spouse, and dependent’s children 
Annual Leave: 30 working days (paid) per year.
