JOB PURPOSE
A Programme Policy Officer is required in order to support implementation of South-East emergency preparedness activities, provide support to the Country Office technical units and implementing EPR-related activities, to contribute to programme formulation and/or to provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of Deputy Country Director (Programme) and the overall supervision of the Country Director, the Programme Policy Officer (Emergency Coordination) will be responsible for the following duties:-
- In partnership with the head of office, lead and motivate the Field Office programme team to enable high performance in emergency response.
- Provide support to FO delivering a complex portfolio of emergency response activities, including those that activities that require sensitive coordination, programmatic guidance and discrete implementation modalities;
- Coordinate technical support and develop guidance for innovative emergency response models;
- Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans;
- Coordinate with Head of Area Office (South-East) in identifying fields of development where food aid can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP aid;
- Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;
- Support the continued development of communications, coordination, information management and reporting to facilitate informed and timely decision-making at all levels.

- Coordinate with the Head of Area Office (SE) in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate SO staff any administrative constraints arising from rapidly evolving emergency situations in the field;
- Preparation/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises. Periodically monitor the management of risks and report on any actions taken;
- Support Area Office in developing plans/strategies for WFP interventions in coordination and consultation with other CO Units;
- Support Head of Programme in developing the guideline of distribution modality for emergency response based on the different situation and context of SE.
- Support Area Office in developing a strong monitoring mechanism
- Provide hand on training, guidance and facilitate AO staff and the partners for strengthening of the capacity and implementing the programme effectively and efficiently.
- Assist Country Director (CD)/Deputy Country Director (DCD), and SO Managers in all matters related to the delivery of WFP emergency assistance and bring to attention of appropriate CO staff any administrative constraints arising from rapidly evolving emergency situations in the field;
- Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree preferably in Development, Engineering, Economics, or another related field, or First University degree with additional years of related work experience and/or training/courses.
Experiences: At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders;
Knowledge & Skills:
- Experience in leading large work-force/human resources from multiple disciplines;
- Experience in partnerships with national governments and advising senior national staff;
- Skills and experience in overall management, leadership, team and consensus building, time and financial management, report writing, planning, prioritizing and negotiating with clear results orientation;
- Experience in managing/chairing committees on procurement and logistics services;
- Experience in developing and managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
- Experience in monitoring operational successes and suggesting areas of improvements;
- Experience in supervising teams of professional and support staff.
Language: Fluency in both oral and written communication in English and Myanmar.
