KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the Programme Policy Officer will be responsible for the following duties:

  1. Oversee cooperating partner activity progress including programme operations, FLA budget expenditures, CBT payments to people of concern
  2. Manage cooperating partners agreements including partner selection process, determination of scope of work, capacity and performance assessment, spot checks, procurement processes, programmatic and financial reporting and capacity strengthening of cooperating partner and staff.
  3. Organize, facilitate and document the Local Cooperating Partner Committee and manage repository of all WFP FLA and partner agreements.
  4. Ensure all Call for Proposals are embedded with the UN Partner Portal, an inter-agency platform between UN agencies (WFP, the UN Secretariat, UNFPA, UNHCR and UNICEF) that facilitates the scoping and selection of NGO partners;
  5. Oversee cooperating partner implementation through biweekly and need base coordination meetings and field visits.
  6. Facilitate inductions, trainings and workshop for cooperating partners in close cooperation with WFP TRCO Units and Regional Office when needed.
  7. Prepare monthly situation reports on cooperating partner implementation.
  8. Create and develop tools for WFP Country Office programme design, management and implementation such as SoPs, ToRs, project work plans, Field Level Agreements, MoUs, budgeting, staffing, implementation plans, annual reports, and more.
  9. Provide technical expertise to cooperating partners on programme activities implementation
  10. Contribute to WFP Country strategy, annual reports and programme policies and frameworks

STANDARD MINIMUM QUALIFICATION

Education: Advanced University degree in Social Sciences, International Development or other relevant fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: At least 3 years of postgraduate progressively responsible professional experience in humanitarian and/or development projects.

Language: Excellent written and oral communication skills in English and Turkish.
