BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Central African Republic (CAR) has one of the most acute humanitarian crises in the world. The country has been afflicted by successive coups and waves of conflict, culminating in the 2013 crisis with unprecedented levels of violence which continues to grip the country. As a result, hundreds of thousands of people are still displaced and face acute food insecurity. Across the country, there are about 700,000 people internally displaced. The socio-political and security situation in CAR remains uncertain. WFP supports the Government of CAR and the humanitarian community in operationalizing gender transformative, sustainable and protection mainstreaming programmes with a view to address food and nutrition insecurity for early recovery, resilience building, and find durable solutions for peace building and inclusive socioeconomic growth. Through its 2023-2027 Country Strategic Plan (CSP), WFP CAR provides humanitarian food assistance to the most vulnerable people affected by crisis mainly through general food distributions, nutrition prevention and treatment intervention, school-based programmes, and resilience building using in kind food transfer, Cash-based Transfers (CBT) and capacity strengthening.

In November 2020, WFP approved a Disability Inclusion Road Map. The Road Map supports the implementation of the Secretary General’s 2019 UN Disability Inclusion Strategy (UNDIS) and WFP’s obligations more broadly regarding disability inclusion. Since 2022, WFP has incorporated disability inclusion into its Strategic Plan for 2023-2027 outlining three goals: to realize the meaningful participation and inclusion of persons with disabilities in all operations and programming; to integrate disability inclusion as a key consideration for management and support functions; and to become an employer of choice for persons with disabilities.

WFP maintains its deep field presence throughout CAR with a Country Office (CO) in Bangui and an area office in Bambari to cover the South and Eastern parts of the country. WFP has sub-offices located in Bouar, Paoua, Kaga-Bandoro, Bambari, Bria and antenna in Bangassou.

 

JOB PURPOSE:

The CO intends to implement an inclusion strategy focusing on persons with disabilities and indigenous people.  The CO seeks to this effect a Programme Policy Officer who will be able to provide support in planning and coordinating the overall programme operations management in Bangui and support sub-offices to deliver assistance and meet the desired outcomes.

 

ACCOUNTABILITIES:

 

The Inclusion Programme Policy Officer will provide strategic direction, technical support, and oversight to the CAR CO (in close liaison with RBD). Additionally, the position holder will offer guidance on designing and implementing programme activities for persons with disabilities, indigenous people, and mainstreaming inclusion within Programme components. This includes but is not limited to registration, data analysis, training for partners, community engagement, and delivery of assistance. From an operational perspective, WFP will aim to ensure the meaningful participation and consultation of persons with disabilities and indigenous peoples in the programmes it delivers and supports. This requires strong partnerships and consultations with organizations of persons with disabilities (OPDs) and organizations of indigenous peoples.

The position holder will work in close collaboration with CAR protection AAP and Gender Officer and, RBD Emergency Preparedness Unit and Response Advisor and Global Disability Inclusion Team/Global Indigenous Peoples Advisor. Ts.

 As a particular country of focus, , the position holder will coordinate and draft a case study in 03 field offices of CAR to: (i) explore the connection between inclusion and food security, (ii) systematize CAR Country Offices approach to disability and diversity by synthesizing the collected data and registering all the programme adaptations for this population, (iii) identify evidence-based key considerations and generate recommendations for tailored programme design to address the needs of populations in the most vulnerable situations, (iv) and advise the CO on integrating the 3 main goals per WFP’s Strategic Plan into a CO plan for inclusion.

Depending on travel conditions and programmatic needs, the Inclusion Programme Officer may be required to undertake field missions within CAR as part of this role.

 

OTHER SPECIFIC JOB REQUIREMENTS

 

Under the strategic guidance of the Head of Programme, the Inclusion Programme Policy Officer will perform the following duties:

  • Support the RAM team in designing a methodology for a case study to assess the link between disability and food security. Such methodology will include a strategy, tools and plan for data collection, analysis and the production of key products. The methodology will take into consideration the already existing WFP tools and the approaches and information already available in line with the RAM strategy.
  • Conduct stakeholder mapping in CAR and develop a network of credible contacts in the geographical areas to facilitate WFP’s operational readiness to implement other school-based activities with the CAR special education system.
  • Support capacity-building activities, trainings and broader communication efforts on disability inclusion and indigenous peoples for CAR´s staff, NGO partners and government representatives.
  • Support the CO in developing a plan with management, programme, human resources, and communication units to improve meaningful participation and inclusion of persons with disabilities/indigenous people in all operations and programming; to integrate disability inclusion as a key consideration for management and support functions; and to become an employer of choice for persons with disabilities and indigenous peoples.
  • Support and monitor the implementation of pilot/case studies of inclusion in WFP interventions in selected areas of CAR (i.e. disability inclusive distributions points).
  • Lead the review of existing tools, approaches, and guidance as they relate to disability and inclusion more broadly between HQ, RBD and CAR CO./
  • Elaborate an ‘Inclusion Strategy’ document based of lessons learned from the process.
  • Organize an online awareness raising session on the inclusion strategy within the SECAL cluster and other relevant platforms.
  • Produce and support the dissemination of knowledge management products and good practice on disability inclusion in CAR that can contribute to regional and corporate learning and vice versa.
  • Disseminate inclusion guidelines as part of the FLA process with partners.
  • Perform other related duties as required.

 

 

REQUIRED QUALIFICATIONS & EXPERIENCE:

 

Education

First University degree in international development, Social Sciences, Development studies, Sociology, or other relevant area with at least 5 years of related work experience and/or trainings/courses.

 

Experience

Experience in delivering training and conducting capacity-building activities on disability or diversity and inclusion more broadly.

Experience in addressing protection issues will be an asset, especially if on gender equality.

Experience in operational research and programme design in the areas covered under this TOR is preferable.

Experience in the Region of West Africa is considered an asset.

Exposure to field operations, preferably in a hardship duty station or emergency setting is desired.

Demonstrated ability to develop and maintain effective working relations with internal and external counterparts, partners, and stakeholders with persons of different national and cultural backgrounds.

 

Knowledge
& Skills:

Self-starter and able to work with minimum supervision.

Good analytical skills and experience in report writing.

Sound negotiation skills and ability to accept responsibility.

Experience in use of computer software (particularly MS Word, Excel, Power Point and SPSS and STATA and understanding of data collection and analysis methods).

Supervisory skills required and resulted oriented attitude.

Ability to work under pressure and tight deadlines.

Resourcefulness, initiative, maturity of judgment, excellent communication skills both orally and in writing.

 

 

 

 

Languages:

Fluency (Level C) in French with at least Intermediate knowledge (level B) English.
