STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economy, Agriculture, statistics, sociology or project management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Expérience: At least one (1) year of progressively responsible professional postgraduate (Master’s) experience in humanitarian context or a minimum of three (3) years of professional experience in the same fields for First University degree holders

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Participate in the design, planning and management of CBT interventions, in close collaboration with the Activity Managers of the various activities, the responsible functional units involved in the CBT processes, the sub-offices and the stakeholders (cooperating partners and financial service providers – FSPs).
Supervise the implementation of CBT interventions – including the use of and justification for resources allocated to cash transfers (reconciliation and liquidation),
Contribute to the documentation of processes relating to CBT operations, identify gaps and processes to be improved, contribute to the implementation/updating of standard operating procedures (SOPs), to the updating/implementation of tools to facilitate the monitoring and effectiveness of CBT operations (selection of modality, transfer mechanism, monitoring of payments, reconciliation);
In collaboration with the activity managers, RAM and the Multisectoral Working Group on Cash Transfers (MSCWG), contribute to the development of the Minimum Expenditure Basket (MEB) and the determination of transfer values.

In collaboration with the units involved (RAM, TEC, Finance, Logistics, etc.) and in coordination with the activity managers, contribute to the process of digitising food assistance and identity management (use of SCOPE and other platforms and tools made available by the WFP),In collaboration with the responsible cross-functional units (Finance, TEC, and Procurement, RAM, etc.), contribute to the selection and/or updating of the most appropriate transfer modalities and mechanisms (TMMS).In collaboration with other responsible units (Finance, Procurement, TEC), contribute to the recruitment processes, performance evaluations of financial service providers and the implementation of service delivery contracts.

Organise meetings of the internal Cash Transfer Working Group (CWG) and represent WFP at various coordination forums on cash transfers at national level (MSCWG, etc.);
In collaboration with RAM, activity managers and sub-offices, contribute to monitoring the implementation of cash transfers and provide technical support to sub-offices and external actors (PSF and cooperating partners).
In collaboration with the units responsible (RAM, DRU) and activity managers, contribute to funding proposals and reporting on cash transfers.
Contribute to capacity building of WFP staff and partners (cooperating partners, financial service providers, etc.) in the area of cash transfers;
Identify lessons learned and best practices for cash interventions/document evidence;
Carry out any other tasks;

OTHER SPECIFIC JOB REQUIREMENTS

Experience in programming and implementing cash transfer programmes (sectoral, multisectoral, social protection) and in different contexts (humanitarian/development). Experience in project and programme management.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 16.406.000 fcfa to 19.418.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
