ORGANIZATIONAL CONTEXT

The position will be under the direct supervision of the Head of Nutrition in Madagascar CO.

Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

JOB PURPOSE

The Programme Officer will be responsible for managing the collection, analysis, and visualization of data related to Nutrition Programmes in the Madagascar Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will perform the following tasks:

Operational Information Management support

  • Support the collection and dissemination of programmatic and monitoring analysis pertaining to WFP current or future nutrition responses, trends, and preferences to ensure country specific input to WFP’s operational reporting.
  • Provide inputs on achievements to the overall nutrition reporting system and any other periodic reports requested by Country Office Units, Regional Bureau.

 

Data management support

  • Support the roll-out of data management initiatives aiming to improve, streamline, and harmonize the flow of Nutrition operational information across WFP dashboards including mapping of data sources and users’ needs.
  • Collaborate with counterparts internally to ensure consistency in nutrition information and to complement WFP analysis and information in order to facilitate and maximize the exchange of information and data flow between functional area networks in WFP.
  • Contribute to the analysis of data and recommend improvements to Nutrition programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
  • Ensure the regular (monthly/quarterly) production of nutrition dashboard properly annotated to guide management on the CSP status and decision making.
  • Develop and disseminate information products reflecting feedback monitoring findings and reports.

 

Monitoring planning, guidance and implementation

  • Work closely with the RAM unit, Programmes and the Field offices to: Support planning and implementation of monitoring and evaluation activities on effectiveness of all nutrition interventions (e.g. beneficiary needs and status, food security and nutrition status, programme modalities, implementation challenges, etc.);
  • Ensure that data are regularly entered in Country Office Tool for Managing Effectively (COMET) and check the quality of data.
  • Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Train national and cooperating partner staff in appropriate monitoring and evaluation techniques to strengthen capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Work in close collaboration with internal counterparts and external partners to strengthen the data quality and consistency of monitoring and evaluation activities in the field.
  • Undertake a close supervision of field staff, to ensure that Nutrition & M&E guidelines are being implemented and provide any required on-site technical support.
  • Ensure links with the Beneficiary Feedback mechanism.
  • Support capitalization and after actions review on different nutrition initiatives Support nutrition team knowledge management system
  • Develop and disseminate information products reflecting feedback monitoring findings and reports.

STANDARD MINIMUM QUALIFICATIONS

Education: Master of Science degree in social sciences, statistics, agricultural economics, food security, nutrition or a closely related field.

 

Experience: 

  • At least five (5) years of professional experience in monitoring and evaluation, vulnerability analysis, food security and early warning, or a closely related field.
  • Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.
  • Ability to work independently under minimum supervision

 

Language: Fluency (level C) in English and French

OTHER SPECIFIC JOB REQUIREMENTS

  • Knowledge and experience in using database and statistical software and data visualization platforms (Tableau).
  • Strong English written and oral communication skills.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Gained valuable experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
  • Has led surveys, multiple assessments in countries, including the design, data collection and analysis.
  • Has participated in design and implementation of WFP programmes focusing in food security.
