BACKGROUND AND PURPOSE:
The Programme Policy Officer (Anticipatory Action) will play a pivotal role in the World Food Programme’s (WFP’s) efforts to enhance resilience to shocks and climate change in the Karamoja sub-region. This role focuses on developing and implementing anticipatory action activities through forecast-based financing mechanisms within WFP. The Officer will also work to enable local governments and community capacities to implement anticipatory actions as a sustainable approach to mitigate the impacts of shocks and climate change and strengthen shock-responsive systems in the sub-region.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
| A Master’s degree or equivalent in a relevant field such as Environmental Science, Disaster Management, Climate Change, Agriculture, Social Sciences, International Development, or a related discipline or a Bachelor’s degree in one of the above fields, combined with additional relevant work experience and/or specialized training.

Specialized Training or Certifications | Certifications in Disaster Risk Reduction (DRR), Climate Change Adaptation, Project Management (e.g., PMP, PRINCE2), or other relevant areas. Courses or diplomas in areas such as Forecast-Based Financing, Early Warning Systems, Humanitarian Response, or related fields.

Experience: | At least 5 years of professional experience in programme management, disaster risk reduction, climate change adaptation, or related fields, with a focus on anticipatory action or resilience-building. Experience in designing and delivering training programmes and capacity-building initiatives. And working with communities and local governments to implement resilience and anticipatory action strategies.

Knowledge & Skills | Forecast-Based Financing (FbF): Understanding of forecast-based financing mechanisms and their application in disaster risk reduction. Ability to design and implement FbF systems, including setting triggers and thresholds for action. Early Warning Systems: Knowledge of developing and managing early warning systems to anticipate and respond to potential shocks. Skills in interpreting meteorological, climatic, and other hazard-related data to inform decision-making. Disaster Risk Reduction (DRR): Proficiency in DRR strategies, frameworks, and best practices. Ability to conduct risk assessments and develop mitigation measures. Climate Change Adaptation: Expertise in climate change adaptation strategies and their integration into anticipatory action plans. Understanding of the impacts of climate change on food security, nutrition, and community resilience. Project Management: Strong project management skills, including planning, budgeting, implementation, and reporting. Ability to manage multiple projects simultaneously and deliver results on time. Capacity Building and Training: Experience in conducting capacity assessments and developing training materials. Skills in delivering training and workshops to diverse audiences, including local government officials and community members. Data Analysis and Research: Proficiency in data collection, analysis, and interpretation. Ability to conduct research on risks, vulnerabilities, and the effectiveness of anticipatory actions. Monitoring and Evaluation (M&E): Experience in designing and implementing M&E frameworks to track the performance and impact of anticipatory action initiatives. Ability to use M&E tools and methodologies to inform programme adjustments. Community Engagement: Skills in facilitating participatory planning processes and engaging community stakeholders. Ability to collaborate with communities to develop and implement local anticipatory action plans. Stakeholder Coordination: Proficiency in establishing and maintaining partnerships with government agencies, NGOs, and other stakeholders. Ability to coordinate activities and resources across multiple partners and sectors. Technical Writing and Reporting: Strong technical writing skills for preparing reports, policy briefs, and funding proposals. Ability to communicate complex technical information clearly and concisely.

Languages: | Fluency in oral and written English. Working knowledge of local languages is an added advantage. |
