BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Uganda has experienced significant development strides over the past decades, yet it continues to face substantial challenges that impede sustainable growth and equitable prosperity. The country grabbles with recurrent humanitarian crises, including refugee influxes, climate-indused shocks and stressors, and persistent food insecurity.

The World Food Programme (WFP) has been at the forefront of providing humanitarian assistance in Uganda, particularly in supporting vulnerable populations including refugees, the communities that host them, and food insecure people in Karamoja.

In line with its global strategy, WFP Uganda is increasingly focusing on strengthening resilience and fostering self-reliance amongst these communities to ensure sustainable food security and improved livelihoods.

The shift aligns with the Government of Uganda’s National Development Plan and the global Sustainable Development Goals (SDGs), particularly SDG2 (Zero Hunger) and SDG 17 (Partnerships for the Goals).

 

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Contribute towards the development of resilience and self-reliance projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to the Refugee Self-Reliance Programme and the Karamoja Resilience Programme ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of resilience and self-reliance programes and activities.
  5. Prepare accurate and timely reporting on resilience and self-reliance programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, and monitor ongoing resilience and self-reliance projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved resilience and self-reliance assistance packages.
  8. Support the capacity building of WFP staff, partners and national government in relevant topics including self-reliance, regenerative resilience design, and livelihoods.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and enquiries.
  10. Supervise staff, acting as a role model for upholding WFP values.
  11. Others as required.

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

  1. Annual workplans forresilience and refugee self-reliance programmes developed, costed and implemented in a timely and quality manner.
  2. Reporting requirements met in a timely and quality manner.
  3. Internal coordination structures to facilitate integrated programming for resilience and self-reliance effective managed.

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED:

 

Education:

Advanced University Degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Sciences, Social Sciences, or other field relevant to internnational development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

Has gained experience in implementing technical programmes (i.e. Asset Creation, Livelihoods, Agriculture Market Support, etc.).

Has implemented resilience and/or self-reliance programmes and provided inputs into designing operaitons.

Knowledge & Skills:

Has hands-on experience designing and implementing self-reliance programmes and graduation approaches.

 

Has hands-on experience in implementing regenerative resilience design principles. Has strong project management skills.

Is a team-player with excellent coordination and interpersonal skills. Demonstrates strong leadership capabilities.

Has a strong contextual understanding of WFP areas of operation, with direct experience working in those contexts considered a strong advantage.

 

Languages:

 

English

Knowledge of local languages spoken in WFP areas of operation is considered an advantage.
