JOB PURPOSE

Under the Indonesia WFP Country Strategic Plan2021 – 2025 (CSP) the Programme Policy Officer (PPO), reports to the Team Lead for Social Protection and SBCC, under the guidance of the Head of Nutrition Unit.

The PPO, in collaboration with the Team Leader, will significantly contribute to implementation of WFP Indonesia’s programme to improve nutrition of school age children through social behaviour change and communication for healthy diets.

The PPO will support the supervisor with the management of partnerships, designing interventions, and overall implementation of WFP’s social and behaviour portfolio for improved diets.  

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The PPO will directly contribute to  the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.

KEY ACCOUNTABILITIES (not all-inclusive)

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Provide technical inputs aligned with global best practices and provide implementation support towards WFP Indonesia’s Social Behavior Communication and Change portfolio for healthy diets, utilizing multiple channels for communication, through government school based programmes, social protection programmes, and Government led health promotion programmes. 
2. Contribute to WFP Indonesia’s engagement in policy dialogue and capacity strengthening for social behavior change for improved diets. 
3. In collaboration with the Team Lead, provide data and inputs for development of for the development of concept notes, and proposals to mobilize resources for improving healthy diets. 
4. Follow up and contribute to the south-south and triangular cooperation initiatives to support policy dialogue.  
5. Conduct literature reviews, and support policy analysis and research as part of WFP’s engagement with the Government on policies, programmes and activities related to School-based Health Programme (UKS) and Social Protection schemes.
6. Contribute to, and support internal and external partnerships to achieve WFP programmatic agenda related addressing all forms of malnutrition. . 
7. Effectively support the supervisor with donor and WFP resources dedicated to SBCC portfolio. 
8. Provide accurate, timely and quality reporting of WFP Indonesia School Nutrition programmes and activities to meet donor and corporate requirements.  
9. Contribute to  building  and maintaining effective partnership  with internal and external counterparts and vendors to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
10. Any other duties, as required, in line with expertise and job context.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION:

  • Advanced University degree in Nutrition, Behaviour Change Communication, Public Health Nutrition, Social Sciences or other field relevant to international development and nutrition. University Degree with additional years of related work experience and/ or trainings/courses.

EXPERIENCE:

  • One year post graduate relevant professional experience with Master’s Degree, or three years post graduate relevant professional experience with a first University Degree.
  • Experience with social behaviour change and communication programming, targeting to improve consumption of healthy nutritious diet.  
  • Demonstrated experience in country capacity strengthening modalities.
  • Demonstrated experience in engaging and influencing policy dialogue.

 

LANGUAGES Fluency (level C) in English and Bahasa language.

KNOWLEDGE AND SKILLS REQUIRED

 

  • Ability to conceptualize and draft programme concept notes and proposals.
  • Excellent oral written communication and presentation skills.
  • Knowledge of global best practices for communication and behaviour change models and modalities.
  • Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes.
