Programme Specialist

The National Program Specialist will be responsible to facilitate the delivery of CMHDC-FAO programme activities with the ECTAD Country National Veterinary Adviser (CNVA), the Senior Technical Advisers (STAs), the Senior National Programme Specialist, and National Technical Advisors (NTA). In addition the incumbent will act as a liaison between FAO ECTAD programme management, the Assistant Deputy of Disease Mitigation and Control, the Deputy for Coordination of Health Quality Improvement and Population Development Population, Bureau at CMDCH (Planning and Cooperation, Law and Organization, Information Systems and Data Management (SIPD)) and local government administrations.

Tasks and responsibilities

  • Liaise and cooperate with government authorities and local, national and international institutions in the areas of FAO ECTAD Programme activities in the country and liaise with other development partners as required;
  • Act as a liaison between FAO ECTAD programme management, the Assistant Deputy of Disease Mitigation and Control, the Deputy for Coordination of Health Quality Improvement and Population Development Population,  Bureau at CMDCH (Planning and Cooperation, Law and Organization, Information Systems and Data Management (SIPD)) and local government administrations;
  • Prepare official communications to GOI regarding FAO ECTAD programme activities;
  • Support the development of project document of FAO ECTAD project within CMHDC;
  • Prepare project materials to GOI, donor, and relevant stakeholders regarding FAO ECTAD programme activities within CMHDC;
  • Coordinate the collection and consolidation of ECTAD Programme data in coordination with the National M&E Specialist;
  • Work closely with the ECTAD management team to ensure that all programme activities are carried out in line with the work plan and the project document;
  • Support the management team in planning future programme development;
  • Assist in ensuring consistency and adherence to FAO rules and regulations at the project level, in close coordination with the Operations Support Unit;
  • Organize and coordinate ECTAD Programme Meetings with central and local government as required;
  • Support the National Operations Officer and Operations Assistants with day-to-day operations of the project;
  • Assist the CNVA in consultation with the Operations Support Unit, with staff recruitment, organization and management;
  • Prepare a periodical update of programme activities for the USAID GHSP Partners meeting and government;
  • Contribute to ECTAD programme monthly, three-monthly, and six-monthly reports to the donor and GOI as requested;
  • Contribute to BAST (Berita Acara Serah Terima) of FAO ECTAD projects within CMHDC;
  • Support production of the ECTAD Annual Report;
  • Organize and coordinate external missions or field visits for international visitors as required;
  • Perform other tasks as required and related program management
  • Prepare an End-of-Assignment report on work carried out.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

  • Minimum Bachelor’s degree in health science, informatics, public service, rural development or a relevant subject. Master degree on public health, business information science, or veterinary science is desirable.
  • Minimum of 3 years working experience in implementing health programme (public health, animal health, environmental health, etc) or related field, operations-related matters for the implementation of large emergency and/or development programmes; and development project designs including provide strategic inputs and logical project framework
  • National of Indonesia
  • Working knowledge of English; strong command in spoken and written Bahasa Indonesia;
