Job Purpose and Organizational Context

Under the overall guidance of the Policy Specialist/Partnerships (Geneva), the Programme Specialist (Capacity Development) will support, the planning, design and implementation of health development programmes with a focus on capacity development,  tools, methodologies and learning, resource mobilization efforts and support to the planning, design and implementation of knowledge management, mobilization, dialogue, exchange, training and networking initiatives which support capacity development. To foster learning, raise awareness and improve client services, the Programme Specialist (Capacity Development) will capture and foster Country Office learning (including County Office to Country Office capacity development and learning) around lessons learned, good practices and guidelines on capacity development and sustainable transition planning, and knowledge management, mobilization, dialogue, exchange, training and networking initiatives. The Programme Analyst (Capacity Development) will contribute to the country team approach, including through increased learning across functional areas. 

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across   interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions,  teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

Contribute to the planning, design and execution, management of capacity development and knowledge management, mobilization, dialogue, exchange, training and networking initiatives, with the following key responsibilities:

  • In consultation with internal and external clients, conducts needs analysis with all stakeholders (e.g., Global Fund Partnership Team, Country Offices (COs), UNDP business units) to develop an engagement process,  define tasks and develop the project and/or work plans for knowledge management, mobilization, dialogue, exchange and networking initiatives; 
  • Manages the interactions between Global Fund Partnership and Health Systems Team, COs, and UNDP business units as well as between UNDP, donors and technical partners, regarding planning and implementation of capacity development and related knowledge management, mobilization, dialogue, exchange and networking initiatives through meetings, videoconferences, and bilateral follow-up with regular meetings, and monitor the progress of project implementation; 
  • Provides capacity development and related knowledge management training and functions to enable staff to share knowledge in programming and operational activities and integrate knowledge management into business processes.
  • Focal point for the development and maintenance of capacity development and knowledge management platforms (e.g., Sparkblue, Viva Engage) and service membership drives targeting UNDP staff, and on-line technical platforms (e.g., Capacity Development toolkit for UNDP Cos and external stakeholder use, Implementation Manual) in coordination with technical advisers, Cos, and UNDP business units, donors (e.g., Gavi, Global Fund), and other partners (e.g., Stop TB, RBM, UNV, WFP);
  • Develops and delivers capacity development activities (online and offline), supports external facilitators of online collaboration spaces and encourages their members’ participation; and 
  • Acts as primary client-service focal point for all questions, queries and issues raised by end-users, relating to knowledge management platforms (e.g., Viva Engage) and online technical platforms (e.g., Implementation Manual) and liaises with internal and external information technology (IT) advisers to ensure technical support of IT platforms, tools and implementation of client requirements.

Ensure the analysis and consolidation of lessons, good practices and guidelines on capacity development and related knowledge management, mobilization, dialogue, exchange, training and networking initiatives to foster learning, raise awareness and improve client services, with the following key responsibilities:

  • Identifies innovative practices and solutions emerging from the implementation and management of knowledge management, mobilization, dialogue, exchange, training and networking initiatives; 
  • Analyzes and aggregates reports on activities, outputs and outcomes and support the development of communication materials (e.g., fact sheets, stories and case studies) for effective learning and reporting of UNDP’s achievements; 
  • Conducts after-action reviews with internal and external clients and stakeholders at various stages of knowledge management, mobilization, dialogue, exchange, training and networking initiatives; 
  • Liaises with the Risk and Compliance Specialist, develops and disseminates trainings, tools and materials for capacity development and learning of Country Offices on PSEAH in health programmes, and captures and disseminates good practices and lessons learned. 
  • In coordination with Programme Specialist/Communications, develops learning and guidance materials based on results, lessons and good practices and promote them internally using a variety of channels; and 
  • Leverages ideas to foster engagement with other organizations to create business opportunities and increase the impact of UNDP’s work on its beneficiaries.

Ensure the  analysis, consolidation and the reporting of results and impact of UNDP’s partnership with the Global Fund, with the following key responsibilities:

  • Contributes to the capture, packaging and visualization of portfolio results and impact, including production of case studies on capacity development and sustainable transitions of grant management to national entities, distilling lessons learned across regions. 
  • Tracks and maintains a repository of unique/innovative approaches implemented or planned in the Global Fund and health portfolio, to document and disseminate them internally. 
  • Develops  a strong evidence base of results and impact including, through conducting surveys, research, case studies, crowdsourcing through online portals; 
  • Contributes to the achievement of the Global Fund Partnership and Health Systems Team work plan with a focus on enhanced capture and dissemination of results and impact in collaboration with the HIV and Health Group, other UNDP business units, donors and technical partners; and 
  • Any other activity assigned by the Policy Specialist/Partnerships (Geneva).

Contribute to the planning, design and implementation of capacity development programmes, with a focus on resource mobilization efforts, with the following key responsibilities:

  • Provides guidance to Country Offices (COs), to design, develop and implement health and development programmes in coordination with donors and technical partners;
  • Prepares comprehensive, analytical and substantive briefs, reports, visuals and other communications and knowledge management materials from various resources / UNDP business units in support of resource mobilization efforts by the Global Fund Partnership Team and COs; 
  • Prepares formal proposals in support of resource mobilization by Global Fund Partnership and Health Systems Team, COs and render support (e.g., submit answers/ explanations) during all phases/stages of the assessment, as needed; and
  • Develops and maintains a repository of Global Fund Partnership Team and COs resource mobilization efforts and conducts after-action reviews with internal and external clients and stakeholders to draw lessons to reflect in resource mobilization efforts.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of  the Office and the Organization

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in International Development, Social Science, Knowledge Management, Business Management, Communications, or related area is required OR
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields of study, in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Minimum 5 years (with Master’s degree)  or 7 years (with Bachelor’s degree) of previous experience in capacity development, communications and/or related experience on knowledge management is required. 
  • Experience in drafting learning materials, including case studies and reports, training materials and funding proposals with a focus on global/public health is required. 
  • Experience in development and management of knowledge platforms for capacity development is an asset
  • Communications experience working with an international organization is an asset 
  • Work experience in a developing country is an asset.
  • Familiarity with Global Fund’s policies and knowledge products is an asset.
  • Experience working in knowledge management with a UN Agency is an asset. 

Language Requirement:

  • Fluency in English is required. 
  • Working knowledge of another UN language is an asset.
