Under the authority of the Assistant Director-General, and Executive Secretary of the Intergovernmental Oceanographic Commission (ADG/IOC), guidance of the Head of the Tsunami Resilience Section (TRS), and the supervision of the Head of the UNESCO-IOC Secretariat for the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWMS), the incumbent will provide Secretariat support for the effective functioning of the ICG and the IOTWMS.
There are four intergovernmental tsunami warning and mitigation systems that work under the governance of the UNESCO-IOC Working Group on Tsunamis and Other Hazards related to sea level Warning and mitigation Systems (TOWS-WG). The ICG/IOTWMS consists of 25 active Member States. Secretariat support is provided by two full-time staff based at Regional Office of Australian Bureau of Meteorology in Perth, Australia. 
The Programme Specialist is responsible for supporting the provision of Secretariat support across all components of the system under the guidance of the Head of the UNESCO-IOC Secretariat for ICG/IOTWMS. Additional responsibilities are to coordinate specific activities of the workplan and extrabudgetary projects, such as capacity development projects in various countries and the biennial ocean-wide tsunami exercises, to maintain official operational and governance databases, and to develop and maintain the website for the ICG/IOTWMS. 

Under the supervision of the Head of UNESCO-IOC Secretariat for the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWMS):

  • Provide support to the Head of the UNESCO-IOC Secretariat for the ICG/IOTWMS to provide organisational and secretariat support for meetings of the ICG/IOTWMS and its Working Groups and Task Teams, both in-person and online, to facilitate the implementation of actions agreed by the ICG/IOTWMS within an intergovernmental and all-inclusive multi-cultural framework.
  • Provide substantive support for ICG/IOTWMS core programmes and extrabudgetary projects including support for preparing and monitoring of budgets, development of project proposals and briefs, management of risks, development and execution of communication plans, monitoring and reporting, evaluation of outcomes. 
  • Manage the implementation and coordination for specified ICG/IOTWMS activities and extrabudgetary projects as required. May manage concurrent projects.
  • Prepare technical documents and reports relevant to, and in support of the work of the Secretariat, and the ICG/IOTWMS and its Working Groups and Task Teams.
  • Maintain offical databases and support communications required for the successful governance of the ICG/IOTWMS and operations of the IOTWMS.
  • Develop and maintain the ICG/IOTWMS website to facilitate the sharing of documents and other information to meet the specific needs of the ICG/IOTWMS. 
The incumbent will contribute to successful implementation of the work  programme, project planning and coordination, preparation of reports, presentations, and webpages, and establishing and maintaining partnerships with key stakeholders  to facilitate the implementation of actions agreed by the ICG/IOTWMS within an intergovernmental and all-inclusive multi-cultural framework.

Required Qualifications:

Education:

  • Advanced university degree (Master or equivalent) in either earth sciences, ocean sciences, disaster management, or related fields.
Work Experience:
  • Minimum four years of professional experience in tsunami hazard warning and mitigation systems is essential, with preferably two years of experience at the international level, including experience within the United Nations system.
  • Proven experience in managing or coordinating projects or programme activities with specific experience with the UN system and relevant intergovernmental frameworks.
  • Experience in resource and partnership mobilisation.
Job-related knowledge and skills:
  • Knowledge and experience in ocean observing techniques, tsunami generation, warning production and dissemination, and tsunami disaster management and preparedness.
  • Good research, analytical and problem solving ability, and in the application of sound and good judgement.
  • Excellent interpersonal and communciation skills, including project writing and reporting, and ability to make effective oral presentations.  
  • Excellent interpersonal skills. Ability to maintain effective partnerships and working relations within a multi-cultural environment, and to work collaboratively to achieve organisational goals. 
  • Ability to work harmoniously in a small highly focused team to achieve desired outcomes.
  • Proven ability to translate plans into priorities and actions. Ability to work productively for, and to provide support to, multi-cultural groups such as the ICG/IOTWMS and its Working Groups and Task Teams.
Languages:
  • Excellent knowledge of English.
