Programme Specialist

Under the general guidance of the Chief of Education and in close collaboration with cross-sectoral ESS team the Social Safeguards Specialist is accountable for providing technical support for the implementation of the Environmental and Social Management Frameworks (ESMF) and Stakeholder Engagement Plan (SEP) of the World Bank-funded project EERA to ensure UNICEF compliance with agreements between the World Bank and UNICEF under the Environmental and Social Commitments Plan (ESCP).

This includes technical support and management of:

• Preparation/updating of Social Safeguarding instruments, including preparation and implementation of Stakeholder Engagement Plans (SEP)
• Implementation of social aspects of the ESMF.
• Monitoring and reporting of social safeguards compliance.
• Incident reporting and grievance management.
• Capacity building of UNICEF staff, implementing partners (IPs), and contractors on social safeguarding practices.

Minimum requirements:

• An advanced university degree in Social Sciences, Sociology, Development Studies, Anthropology, or related fields.
• A minimum of 5 years’ experience in social risk management, stakeholder engagement, or program management focusing on social inclusion.
• Experience in developing and implementing social impact assessments, management plans, and grievance mechanisms.
• Proven expertise in gender-sensitive programming and community-based approaches.
• Excellent interpersonal and communication skills, with experience working in multicultural settings.
• Familiarity with UN or donor-specific safeguard requirements is highly desirable.
• Fluency in English is required.
