How can you make a difference?

As Programme Specialist (Migration), you will report to the Child Protection Specialist (P-4) for guidance and general supervision and will support the development, preparation and implementation of the programme on children affected by migration and displacement and is responsible for the management, monitoring, reporting, and evaluation of the programmes/projects within this broader area.

Furthermore, you will provide technical guidance and management support throughout the programming processes. In collaboration with other sections, including Emergencies, you will facilitate the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children in the context of migration, and to protect their rights to survival, development and well being as established under the Convention on the Rights of the Child, international treaties/frameworks, UN intergovernmental bodies as well as other regionally applicable standards, with particular focus on ASEAN.

 

As Programme Specialist, you will contribute to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.

You will also ensure effective management of donor funds and relations in the sphere of migration, ensuring timely implementation of activities, expenditures, donor visibility and donor reporting and will support country and regional efforts for resource mobilization.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: international development, human rights, sociology, international law, or another relevant social science field.
  • A minimum of five years of professional experience in migration and/or child protection required.
  • Relevant experience in programme development in related areas in a UN system agency or organization is considered as an asset.
  • Experience in programme management and donor relations.
  • Experience in development in South East Asia is considered as an added advantage.
  • Experience in managing EU funded actions is an advantage.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language or a local language of EAP Region is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
