TERMS OF REFERENCE

  1. Duty Station of the Consultancy: Manama, Bahrain

  4. Project Context and Scope:

IOM’s Programme Support Unit aims to improve the quality of programme delivery, ensuring that programmes are responsive to the needs of affected populations, meet donor requirements and standards of accountability, and are supported by timely policy research and advocacy.

The Programme Support Assistant will work as part of the IOM Programme Support Unit, under the overall supervision of the Chief of Mission (CoM) in Bahrain and direct supervision of the Head of PSU. The Programme Support Assistant will be responsible for providing technical inputs to support various aspects of programme ideation, inception and implementation, such as data collection and analysis, reporting, and learning, in addition to supporting mission-wide research and policy initiatives aimed at strengthening evidence-based programming.

6. Category A Consultants: Tasks to be performed:

  1. Support the organization’s project development actions, including by coordinating with programmatic and thematic specialists in the development and submission of project proposals.
  2. Support the development of concept notes and project proposals in line with the operational priorities and needs of various units
  3. Support drafting of donor agreements to share with counterparts and donors, and for internal endorsement
  4. Ensure the maintenance of accurate and pertinent records of all correspondence, project development, reporting, and relevant implementation files and administration information.
  5. Backstop the technical, administrative and financial aspects of all ongoing projects to ensure effective project management and implementation, and provide advice to resolve issues as they arise
  6. Contribute to the development and dissemination of project communication materials, including newsletters, social media updates, and website content.
  7. Provide support in the context of the UN reform, the UN Sustainable Development Cooperation Frameworks and related mechanisms among others in coordination with the Chief of Mission and senior staff.
  8. Support and assist in liaising with relevant authorities, United Nations (UN) agencies, non-governmental organizations, and other stakeholders.
  9. Identify, promote and foster strategic partnerships with academic institutions, think-tanks and research institutions within the country, and conceptualize policy-oriented research.
  10. Provide administrative support, including drafting correspondence, maintaining project files, and organizing meetings.
  11. Contribute to efforts related to implementation and follow-up review of the UN Network on Migration, including responding to request related to policies and developing tools for capacity development.
  12. Assist in production of policy briefs and other products, including cross-thematic topics as requested.
  13. Perform any other duties as may be assigned

7. Education, Experience and/or skills required

Education

• Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution.

• University degree in the above fields with three years of relevant professional experience.

Experience

  • Experience with programme planning, development and monitoring;
  • Previous experience with an international organization is an advantage, preferably in the field of assistance to vulnerable migrants
  • High level of computer literacy (MS Office Word, Excel and Outlook) in particular experience in computerized accounting systems including SAP application;

SKILLS

• Ability to establish and maintain strong working relations with Government counterparts, UN agencies and/or non-governmental organizations;

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

• Knowledge of UN and bilateral donor programming.

Languages

  • For all applicants, fluency in English is required (oral and written), Arabic is an advantage.
