Context:

The International Organization for Migration (IOM) is part of the United Nations (UN) System as the leading inter-governmental organization promoting since 1951 humane and orderly migration for the benefit of all, with 174 member states and a presence in over 100 countries.

The Europe and Central Asia (ECA) region faces both sudden and slow-onset disasters which affect hundreds of millions of individuals annually and result in significant displacement and damage to infrastructure. While regional and national disaster management capacities have been established and enhanced, they are often overwhelmed due to the frequency and scale of the impact on people’s lives, livelihoods and infrastructure.

In the 53 countries covered by ECA region from Regional Office Vienna (ROV) , IOM is committed to supporting regional institutions and Member States to reduce exposure and vulnerability to risks, enhance communities’ resilience and augment the capacity of crisis response agencies. The Emergency and Post-Crisis Unit (EPC) in the Regional Office Vienna provides direct support to the Organization’s crisis-related work, including emergency preparedness, response, risk reduction and support to recovery, transition, and peacebuilding processes. IOM supports capacity building and long-term risk reduction efforts in order to strengthen national responses and assure the operational presence required for rapid reaction and scale-up during sudden onset disasters. This enables life-saving responses, the ability to provide real time displacement monitoring, support for recovery efforts and the identification and establishment of durable solutions for affected communities.

The Programme Support Coordinator will work under overall supervision of the Regional Director and the direct supervision of the Senior Regional Thematic Specialist (Humanitarian

Response and Recovery) , in coordination with other relevant Units of the Regional Office, Vienna. The Headquarters (HQ)-led Level-3 Ukraine emergency operation consists of a large-scale conflict setting as well as numerous complex refugee contexts in surrounding and neighbouring countries; this arrangement is slated for transition to Regional Office (RO) Vienna-led Level-2 response. The incumbent will be responsible for managing the programme support activities linked with RO-level Migration Emergency Coordination (MEC) support team for Level-2 responses in the RO Vienna, with particular focus on the Ukraine Regional Response.

Core Functions / Responsibilities:

  1. Serve as the liaison for the design and development of new regional programmes/projects based on solid results framework responding to emerging trends and priorities, in coordination with Chiefs of Mission (COMs)/Heads of Office (HoOs), Emergency Coordinators (ECs), as well as Headquarters Programme Managers and Regional Office, as well as with government counterparts and other relevant public/private sector partner organizations.
  2. Manage and coordinate the technical review and endorsement of country and regional projectproposals, concept notes, donor reports, situation reports (sitreps), among MEC Support Team members, including Regional Thematic Specialists (RTS), technical reviewers in Headquarters (HQ), etc.
  3. Lead the coordination of annual consolidated appeals, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan, and engagement with United Nations High Commision for Refugees (UNHCR) on the Refugee Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System (GMS) and the Financial Tracking System (FTS) and the Online Projects System (OPS).
  4. Elaborate general and/or specific information on programme activities as requested by donors/external parties, and other relevant counterparts, including Headquarters. Monitor and assess donor priorities and engagement, and identify and pursue opportunities for programme expansion.
  5. Coordinate with Country Offices (COs), including COMs, HoOs, ECs, Project Support Units(PSUs), and senior management and provide advice and support for the preparation of regular progress reports to be submitted to the donors, partners and IOM Headquarters.
  6. Maintain up-to-date knowledge of all projects and programmes implemented by IOM in the framework of humanitarian response and recovery programming, with a focus on regional office-led corporate scale-up emergencies.
  7. Coordinate and backstop the operational, administrative and financial aspects of all ongoing L2 regional projects, including oversight responsibility for project implementation, in coordination with the Regional Resources Management Unit (RRMU) as required. Liaise between IOM financial officials and programme managers to ensure that the latter are observant of IOM and donors’ financial requirements.
  8. Ensure continuous review of project’s implementation strategies as well as provide advice and inputs for corrective measures and actions to be taken as necessary, to ensure maximum efficiency in programme delivery as well as measure and share results with senior management and counterparts.
  9. Support monitoring activities to assess programme implementation as well as to generate data and inform/identify in advance implementation challenges, formulate solutions and ensure timely delivery of activities within the established timeframe.
  10. Ensure that IOM is well represented in public information published by key stakeholders, namely UNHCR and OCHA, through liaison, tracking and quality control of the IOM submissions and inclusions into regular humanitarian processes inclusive of appeals, response plans, and reporting frameworks and systems.
  11. Coordinate with the Emergency Coordinators, COMs, HoOs, ECs, and MEC Support Team members to compile and prepare talking points, strategic reports, executive summaries, and other decision and information sharing tools for internal and external communication.
  12. Represent IOM at inter-agency fora related to the development and implementation of joint programmes, as well as in any other meetings, as requested by the Regional Crises Coordinator.
  13. Support the rollout, integration, and operationalization of IOM’s newly released institutional framework and operational guidance on localization and strengthen knowledge sharing on localization across affected countries.
  14. Provide advice and guidance to directly reporting staff, including quality assurance, content direction, and substantive support as needed, to ensure the achievement of the objectives of the MEC Support Team.
  15. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, country office support, problem solving and the development of new initiatives, as required.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political, International Relations, Governance or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in coordinating with managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
  • Experience in the field of Migration or Development, preferably in a post conflict and other hardship locations; and,
  • Experience in Project design.

Skills

  • Strong writing and analytical skills especially in proposal development and donor reports;
  • Knowledge of donor funding mechanisms, reporting requirements and procedures, and project implementation;
  • Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;
  • Demonstrated high level government and donor liaison; and
  • Strong understanding of the UN and IOM Rules Regulations and practices are advantageous.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French, Hungarian, Polish, Slovak, Spanish, Romanian, Russian, Ukrainian, and/or another official UN Language (Arabic, Chinese) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
