Background

The Montreal Protocol is an international environmental agreement with universal ratification to protect the earth’s ozone layer by eliminating use of ozone depleting substances (ODS), which would otherwise allow increased UV radiation to reach the earth, resulting in higher incidence of skin cancers and eye cataracts, more-compromised immune systems, and negative effects on watersheds, agricultural lands and forests.  Since its adoption in 1991, it has successfully reversed the damage to the ozone layer. A very significant co-benefit is that it has – during period 1989-2013 – reduced cumulative CO2-eq. emissions by 135 billion tonnes.  Important challenges remain. The transition from CFCs (high ozone depleting potential or ODP) to intermediate HCFCs (with lower ODP) has been completed, and the final transition is to alternatives that have zero ODP. The challenge is to develop/select alternatives (mainly in refrigeration, air-conditioning, and foam products) that are also climate friendly.

As an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol (MLF), UNDP supports developing countries eliminate ODS. UNDP services include technology transfer and technical assistance, formulation and implementation of country and sector strategies, capacity building, accessing funding from different sources, and facilitating public/private partnerships. UNDP has assisted 120 partner countries to access $733.5 million in funding, helping to eliminate 67,870 tonnes of ODS while also reducing 5.08 billion tonnes of CO2-eq greenhouse gas emissions.

This position is to help UNDP China Montreal Protocol Portfolio Director with daily tasks and facilitate the implementation of Montreal Protocol projects.

Duties and Responsibilities

The Intern, under the guidance and direct supervision of Programme Manager, will carry out the following duties and responsibilities:

• Assist in the overall project management of MP Portfolio
• Assist in regular project reports reviewing, information collecting and analysis
• Assist in knowledge management including developing and maintaining knowledge products
• Take lead in proposing and conceiving ideas and innovation to promote the visibility and influence of the projects, and assist in designing and implementing public communication activities
• Assist in conceiving and implementing conferences, public campaigns and relevant events
• Assist in the drafting, translation, and proofreading of reports, speeches, project documents, or other related files etc
• Assist in partnership strengthening and building
• Perform ad hoc tasks as assigned

Required Skills and Experience

Education and Experience

Candidates must meet one of the following educational requirements:

• Enrolled in a Master’s or in a PhD programme
• In the final year of a Bachelor’s programme;
• Or within one year after graduation from a Bachelor’s, Master’s or PhD programme,
• Or be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program

Language and Skills

Full fluency in English and Chinese is critical, both written and spoken.

INTERNSHIP CONDITIONS

• Interns must provide proof of enrolment in health insurance plan and medical certificate of good health prior to starting the internship. Any cost arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern.
• The stipend will be paid monthly. Interns will have 1.5 days of leave per month.

• Interns are responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed; Cost and arrangement for travel, visas, passports, accommodations and living expenses are the responsibility of the nominating institution, related institution or government, which may provide the required financial assistance to its students; or the intern.
• Interns must not apply for or be appointed to a position that should be encumbered by a staff number during the period of their internship. Interns are expected to fulfil the terms of their internships. Therefore, the internship must not be foreshortened for the purposes of allowing an intern to apply for a position.
• Interns are not staff members and may not represent UNDP in any official capacity.
