Under the overall supervision of the Deputy Chief of Mission, Head of Programs in IOM Sudan, and the direct supervision of the Grants Management & Capacity Building (GMCB) Coordinator, the Programme Support Officer will provide technical, administrative and logistical support for project development and reporting activities for all grants and implementing partner activities, helping to ensure proposals and reporting are high-quality and supporting the strategic objectives.

Core Functions / Responsibilities:

  1. Review and prioritize project proposals submitted by implementing partners for funding from the Rapid Response Fund, and other funding mechanisms under IOM Sudan, checking alignment with donor requirements and organizational objectives.
  2. Coordinate with thematic specialists within the organization to gather technical inputs and check if proposed projects are feasible and address relevant needs.
  3. Liaise with implementing partners and donors to clarify project details, address specific concerns, and facilitate smooth communication throughout the project life cycle.
  4. Support the GMCB Coordinator and the Grants Officer in ensuring the mission maintains a balanced portfolio that addresses the various needs and contexts by reviewing relevant documentation and flagging issues of duplication or misalignment with the mission strategy.
  5. Closely collaborate with finance colleagues to assist in ensuring the financial, administrative, and technical aspects of proposed projects are coherent and appropriate, providing recommendations for improvements where necessary.
  6. Contribute to the development of communication and resource mobilization products in close coordination with Program Managers and the Media and Communication Assistant, monitoring if the Programme Support Unit (PSU) is completing reporting in a timely manner.
  7. Provide technical inputs to support the development and implementation of a Monitoring and Evaluation (M&E) framework for each project, especially remote monitoring given the movement restrictions in Sudan currently, in close coordination with the M&E Officer and other relevant staff.
  8. Provide guidance and supervision to project staff, helping to ensure clarity of roles and responsibilities and facilitating capacity-building activities as needed.
  9. Check compliance with project requirements and donor regulations, including timely reporting, and bring issues to the prompt attention of the supervisor.
  10. Provide technical inputs and information to support the development of tracking tools, monitoring tools, standard operating procedures (SOPs) and Guidelines that further support program activities.
  11. Participate in conferences, workshops, and other forums, contributing to the coordination and presentation of project activities.
  12. Engage in relevant UN working groups and activities to encourage the integration of migration-related issues into broader development frameworks.
  13. Undertake travel duties, as necessary.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting project development, institutional strengthening, capacity building related activities in a crisis context;
  • Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;
  • Experience in collaborating with implementing partners, including Non Governmenta Organizations s, government agencies, and international organizations, to achieve common goals and deliver impactful programs;
  • Experience in supporting project development, management and reporting; and,
  • Experience with managing grants or working through implementing partners, including proposal development, budgeting, financial reporting, and compliance with donor requirements is advantageous.

Skills

  • Excellent writing, editorial and communication skills for the drafting of texts and reports;
  • Ability to transmit information and guidance to team members in a clear and strategic manner;
  • Ability to assume responsibility for own tasks and delegated work, ensuring its timely delivery;
  • Familiarity with major crisis response sectors (WASH, Health, SNFI, etc.) and their core activities; and,
  • Familiarity with Information Management or Grant Management Systems.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
