Context:

The Programme Unit of IOM Peru Country Office (CO) is responsible for coordinating the planning and strategic deployment process, consolidating information, and preparing reports for strategic partners, advising in the formulation and endorsement of proposals, as well as developing methodologies and tools that strengthen monitoring and reporting processes at the Country Office and programmatic levels.

Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Coordinator, the Programme Support Officer will provide support and guidance for the processes required for the planning and monitoring of the CO’s strategy, strengthening information management at the CO level, and managing and generating knowledge on key issues. Likewise, the incumbent will coordinate the activities of the Unit’s team to provide guidance and support to programmes in planning processes, proposal development, monitoring, reporting, systematization, evaluation, and research, from a comprehensive perspective.

Core Functions / Responsibilities:

  1. Support Project Managers in ensuring that IOM internal policies and procedures are met regarding proposal development and submission (i.e., secure internal endorsements on IOM´s Project Information and Management Application (PRISMA)), and timely submission of project reports and compliance with donor agreements.
  2. Substantively supervise and advise Project Managers in the Development of new concept notes, Project proposal, reporting and monitoring and evaluation (M&E) frameworks in alignment with IOM Project Handbook, M&E guidelines, and donors’ requirements. Ensure an effective results-based management approach throughout the mission’s programming.
  3. Liaise with Regional Project Support Unit and Regional Thematic Specialist (RTS) staff in the Regional Office (RO) for the Americas to ensure the timely endorsement of all project proposals and reports.
  4. Establish and maintain a clear information Management System on project development and reporting and other relevant tasks and work with relevant Project Managers to ensure deadlines are met.
  5. Manage and supervise the M&E team and ensure that all aspects of M&E are integrated throughout the whole Project cycle, in line with IOM´s institutional processes and guidance and donor requirements, from project development, implementation, and closure including project evaluation and use of M&E findings to ensure efficient implementation.
  6. Advise, coordinate, and provide support in the preparation of project narrative reports. Ensure internal coordination and consolidation of financial and narrative reports and presentation of the final reports to donors.
  7. Supervise the management and production of data-based information for the preparation of statistical and contextual analysis.
  8. Enhance information and knowledge management processes across the programmes of the CO to foster learning and ensure accurate, timely information for decision-making. Design and facilitate participatory spaces that promote collaborative construction and exchange of experiences through learning and best practices, aiding in project planning and formulation.
  9. Create and maintain up-to-date donor profiles and produce guidance notes on donor priorities. Identify approaches to expand the donor base, including research and mapping of funding trends. Draft Appeals, Sitreps, as required.
  10. In cooperation with CO’s Communications Unit, produce visibility and other presentation materials to support resource mobilization, including, but not limited to, donor visits and briefings, reports, data and strategic information.
  11. In coordination with the RO, provide project development and reporting capacity building and training, including rollout of Strategic Result Framework.
  12. Perform such other responsibilities as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in political or social sciences, Law, international Cooperation/ Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience working in Non-Governmental Organizations (NGOs), UN, lnternational Organizations or Diplomatic missions;
  • Work experience in the AMCA region an advantage;
  • Extensive experience in project development and reporting, good understanding of Monitoring and Evaluation and information management;
  • Experience in producing materials targeting outside audiences and policy documents;
  • Specific work experience in integrated assistance programs for vulnerable groups; and,
  • Previous experience working in project development in developing countries necessary, and in Latin America with governmental or international organizations advantageous; familiarity with USG donor procedures is essential.

Skills

  • Familiarity with programmes focusing on different aspects of migration and population displacement;
  • Thorough knowledge of the functions of intergovernmental organizations and familiarity with the UN system;
  • Ability to prepare clear and concise reports; supervise staff (large and inter-disciplinary teams) and to coordinate financial, administrative and program support activities;
  • Excellent leadership, coordination, and information management skills;
  • ln-depth knowledge of the UN System, and NGO humanitarian community;
  • Understanding of cluster related information management tools and systems;
  • Good knowledge of human and financial resources management;
  • Excellent conceptualization, analytical and writing skills;
  • Excellent communication, organizational and interpersonal relationship skills; and,
  • Ability to meet deadlines and work under pressure with minimum supervision.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other:

Internationally recruited professional staff are required to be mobile.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
