Context:

At IOM Headquarters, within the Department of Humanitarian Response and Recovery (DHRR), the Department Support Unit serves as one of the core instruments for supporting the Department, Regional Offices (ROs) and Country Offices (COs) for managing crisis preparedness, response and recovery.

Under the overall supervision of the Deputy Director of DHRR, and the direct supervision of the Emergency Preparedness and Response Officer, the Programme Support Officer (Knowledge management) will provide technical and process related support for the coordination and development of IOM’s humanitarian response and recovery portfolio with a specific focus on knowledge management through the following responsibilities and accountabilities.

Core Functions / Responsibilities:

  1. Provide technical inputs and support for the internal coordination and mobilization of DHRR’s knowledge management efforts, in line with department’s and organization-wide initiatives, including but not limited to reporting exercises and knowledge management.
  2. Provide technical and process related support for the operationalization of DHRR knowledge management initiatives that enhance efficiencies and promote coherence and complementarities with the department.
  3. Coordinate the content development of DHRR’s internal and external platform such as the IOM Emergency Manual in close coordination with the relevant divisions including other departments.
  4. Compile information and provide technical inputs to support the design and production of key knowledge management products for internal and external dissemination.
  5. Monitor knowledge management trends, initiatives, requirements and opportunities across the humanitarian ecosystem and within IOM and disseminate updates to relevant DHRR staff, and reflect in the existing knowledge management efforts within the department.
  6. Attend IOM Innovation and Knowledge Management Working Group and facilitate DHRR contribution to their efforts.
  7. For Level 3 (L3) emergencies, assist the Migration Emergency Coordinator (MEC) and Crisis Coordinator with a specific focus on strengthening knowledge management of the crisis including but not limited to maintaining core information and documents and assisting the development and review of the situation reports and other products.
  8. Review project proposals and reports submitted by COs, ROs and DHRR according to IOM and donor requirements, document ambiguities and substantive errors according to the IOM Project Handbook when and if requested.
  9. Support inter-departmental knowledge management initiatives broadly as needed.
  10. Undertake duty travel to support COs and ROs as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Law, Human Rights, International Affairs, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in the field of knowledge management and collaboration;
  • Experience in the design of websites, social collaboration platforms, international consultation processes, communications and/or policy development;
  • Experience in the field of humanitarian response and recovery, especially in the context of disasters, conflict or post-conflict/disaster areas; and,
  • Experience working at an international level with the UN, international organizations and non-governmental organization and in complex humanitarian operations.

Skills

  • Excellent research, writing, communication and analytical skills;
  • Skills of designing and managing website and/or social collaboration platforms; and,
  • Skills of publication design.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
