Programme Team Lead – Institutional & multilateral funding

The role

The Programme Team Lead is a key management member of the Programmes Department leadership team of Plan International Ireland (PII). This Team is responsible for developing, growing and delivering Plan International Ireland’s grant portfolio. Reporting to the Head of Programmes and being based in Dublin, you will coordinate and oversee a small team dedicated to the strategic planning and management of an assigned donor project portfolio, ensuring good quality proposals and programme delivery along the project cycle. You will work closely with the other teams in the programmes department, Head of Programmes and other departments to ensure the overall effective continuity and strategic delivery of Plan Ireland’s strategic goals and visions.

Your tasks

  • Strategic funds acquisition with European and International donor agencies (EU INTPA, UN agencies)
  • Operational oversight and delivery of designated project portfolio according to donor and Plan standards
  • Staff management and development
  • Proactive identification and positioning for upcoming funding opportunities
  • Responsible for (further) development and delivery of country-specific and cross-country humanitarian and development assistance programme approaches in close collaboration with Country Offices (COs) and partner organisations and in line with Plan International Ireland’s as well as Plan’s global strategy
  • Coordination of strategic and programmatic approaches with other National Offices, Regional Hub and Global Hub within the Plan Federation
  • Identification of synergies with other Programme Units within Plan International Ireland (PII)
  • Quality assurance in line with Plan Ireland’s internal and donor requirements along the project cycle
  • Establish trusting and reliable working relationships with Country and National Offices as well as other departments within PII
  • Responsibility for regional networking and visibility of the department’s work in Ireland, the Plan network and relevant external forums and networks
  • Active participation in strategic and operational processes within the programmes department
  • Contribute to continuous learning and knowledge management

Your profile

Essential:

  • Successfully completed university degree in a humanitarian or development-relevant subject
  • Professional experience in leading teams
  • At least five years of practical professional experience in development cooperation and/or humanitarian/disaster risk management (at least three years of which abroad)
  • Experience with national and international donor requirements & project cycle management
  • Experience in applying and monitoring international humanitarian standard and program quality standards including finance and compliance.
  • Willing and able to work across time zones and travel to remote locations in project countries
  • Strong commitment to children’s and girl’s rights
  • Very good MS Office skills
  • Very good written and spoken English skills.
  • Team player, flexible and solution-oriented

Desired:

  • Donor experience with EU INTPA & Multilateral funding (UN agencies)
  • Experience in relevant thematic areas of Plan (especially education & protection) and the Humanitarian-Development-Peace-Nexus approach
  • Experience working West and/or Central Africa
  • French language skills

  • This role is graded as a Level 4 within our salary scale, with an expected range of between 48k € and 55k €. Placement on the scale will be dependent on level of experience and fit within the role.

Location & work permit

The Programme Team Lead role will be based in Dublin. Applicants must have a valid work permit at the time of applying to enable them to work in Ireland.
