Job Description

 

Job Title                                 Programs Coordinator

 

Type of Contract                  Full-time position – French Volunteering contract (Volontariat de Solidarité Internationale – VSI)

Minimum 18 months with possibility of extension, upon performance appraisal)

 

Location                                 Vientiane capital, Laos (with regular field trips to Oudomxay and Luang Prabang provinces depending on the project’s needs)

 

Expected Start Date:           1st April 2024

 

 

SCOPE OF WORK

 

EA is seeking to recruit a qualified and motivated person for the position of Programs Coordinator, as a full-time position based in Vientiane capital.

 

The Programs Coordinator will support the development, implementation, and coordination of EA Program in Laos. He/she will also assist the Country Director in representing EA at central and local level and in ensuring the effective management of EA team in Lao PDR.

 

The Programs Coordinator will work closely with local partners (PESS, DESB, community stakeholders and partner NGOs) and participate actively in child protection-related activities and meetings to ensure that the program goals are achieved and are in line with policies and laws in force.

 

The Programs Coordinator will work under direct supervision of the Country Director in Laos and under the operational management of the Head of Programs at the Headquarters in France.

 

DUTIES AND RESPONSIBILITIES:

 

PROGRAM MANAGEMENT

  • Ensure that all EA programs and projects in Laos are aligned with EA global strategy as well as and ensure their legal compliance with the national laws and regulations;
  • Coordinate with Government partners at national and local level (MoES, MoFA, PESS, DoFA, Governor’s office, DESB…) and other relevant partners (INGOS; local NPAs etc.) to support effective program implementation;
  • In close collaboration with local partners, participate actively in the needs assessment of the situation of vulnerable children in need of critical support to access essential services;
  • Oversee the timely, efficient, and effective delivery of high-quality child-focused and right-based projects under supervision of the Head of Programs;
  • Oversee the improvement of data collection, monitoring methods and databases, while ensuring they operate in line with EA’s values, mission, and strategic objectives. Contribute to the creation or adaptation of easy-to-use tools and procedures for an effective M&E system measuring the performance (KPI) & impact of activities, and directly support teams to implement them;
  • Identify relevant local stakeholders (schools, health centers, social services, etc.); and support the Country Director in developing operational and/or institutional partnerships with government agencies and non-profit organizations who serve or support EA target population;
  • Provide the Country Director with a monthly progress report by updating key indicators and highlighting main achievements, challenges, perspectives and action plan for the next period.

 

GRANTS MANAGEMENT AND FUNDRAISING

  • Identify funding opportunities to support EA programs and representing EA with donors as deemed necessary;
  • Draft proposals, including program conceptualization involving EA staff and local relevant stakeholders, narrative content, logframe, and any other document as required;
  • Ensure that all reports to donors are duly completed and submitted on time.

 

TEAM MANAGEMENT

  • Participate actively in the recruitment of EA staff in a timely manner and according to identified needs and available budget;
  • Ensure the operational management of EA staff in Laos and assist the Country Director in conducting appraisals and career management;
  • Provide mentorship and foster a positive working environment for all team members.

 

REPRESENTATION AND NETWORKING

  • Assist the Country Director in the coordination and representation of EA in Laos at national and local level with relevant donors, networks, government, and other forums that will consolidate EA’s reputation and programming;
  • Assist the Country Director in in building strong networks with other NGOs, CSOs, UN agencies, and Government line agencies working on Child Rights and Child protection to promote coordination and resource sharing.

 

FINANCIAL, BUDGET & ADMINISTRATION

  • Provide support to the Country Director in the development of the Manual of Operations for EA in Laos;
  • Provide support to the Country Director in the development of the annual budget and in the budget monitoring on a monthly basis;
  • Ensures full compliance with donor regulations and terms of signed contracts;
  • Ensure the application of EA financial procedures;
  • Support the Country Director in the preparation of the monthly fund requests.

 

COMMUNICATION

  • Participate in the implementation of EA’s communication strategy in close collaboration with the Communication Officer at Headquarters;
  • Provide the Communication officers for the creation of digital content and communication materials (brochures, annual reports, posters, movies, photos, audio…) in compliance with EA graphic chart;
  • Support the development of internal communication: reporting on monthly progress key points and achievements; drafting of newsletter; collection of testimonies etc..

 

 

REQUIRED SKILLS

  • Committed to social work and dedicated to the organization’s mission and values (strictly abide with applicable Child Protection policies)
  • Ability to meet deadlines
  • Ability to provide and receive positive criticism in a sensitive manner
  • Ability to operate in a cross-cultural work environment requiring flexibility and interpersonal skills
  • Strong organizational and coordination skills
  • Ability to work autonomously is mandatory
  • Experience in South-East Asia is mandatory (experience in Laos is preferred)
  • Language: fluent spoken and written French & English (mandatory), Lao is a plus
  • Good computer skills (Word, Excel, PowerPoint, internet…) is mandatory
  • Knowledge of social welfare systems and child protection mechanisms in Lao PDR is an asset
  • Knowledge of SalesForce software is a

 

EXPERIENCE AND QUALIFICATIONS

 

  • At least a Bachelor’s degree in international relations, project management or another related field (Master’s degree is preferred)
  • Experience in collaborating with I/NGOs
  • Experience in implementing programs for children in a development context
  • Working experience in Laos is an important asset
  • Experience in project management and admin & finance tasks
  • Familiar in working online using softwares and applications
