The United Nations Development Programme works in about 170 countries and territories, helping Governments achieve their own development solutions to achieve the eradication of poverty, and the reduction of inequalities and exclusion.

On October 21, 1974, the United Nations Development Programme and the Government of Barbados entered into an agreement to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.”

Subsequently, similar agreements were entered with Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

UNDP’s work in the region continues to evolve and is now classified under three main pillars (1) Sustainable Solutions, Energy and Climate Change (SSECC) (2) Prevention, Recovery and Resilience (PRR) and (3) Poverty and Governance (P&G).

Scope of Work

The post will support UNDP’s poverty and governance portfolio through the Strengthening Evidence-based Decision Making for Citizen Security in the Caribbean – CariSECURE 2.0 project. The Project Analyst is responsible for day- to- day management and decision-making for the project, ensuring appropriate provision of technical and operational support to its different components, and that the project meets its obligations as per the agreed project document, regarding the management aspects of the project, including supervision of staff, serving as stakeholder liaison, implementation of activities, and reporting. The Project Analyst’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.

The Project Analyst will ensure a human-rights based, gender-responsive and interdisciplinary approach to the project that maximizes sustainable development gains and minimizes negative environmental and social impacts, delivering results in a manner that is cost-effective, efficient, transparent and demonstrates the added value of UNDP’s work to countries.

The Project Analyst will be expected to deliver results in the following areas:

Ensure Effective Project Management

  • Coordinate day-to-day project activities including planning, budgeting, activity implementation, monitoring, and evaluation in line with UNDP corporate requirements.
  • As per corporate UNDP requirements, establishes participatory governance and decision-making system which involves all project staff; ensure enabling environment for high level performance of all project personnel.
  • Identification and management of opportunities and risks relating to natural resources, climate change and socioeconomic contexts, supported by the programme team.
  • Actively seek and leverage collaboration and synergies with other partners to increase the impact of initiatives.
  • Facilitate preparation of multi-year and annual work plans (MYWP, AWP) for endorsement by the PSC
  • Prepare and update annual procurement and recruitment plans in accordance with the AWP.
  • Coordinate the preparation and update of annual procurement and recruitment plans in accordance with the AWP.
  • Actively manage the execution of all contracts, review quality of deliverables, approve intermediate payments against review of deliverables, and prepare final evaluations as a condition for final payment.
  • Ensures the substantive quality of all knowledge products, reports and services, and their effective integration and compatibility with other practice areas.
  • Identify and obtain any support and advice required for the management, planning and control of the project
  • Ensure that all administrative, technical, and financial processes and reporting are carried out in conformity with UNDP, donor and national regulations, policies and procedures as relevant.
  • Ensures the efficient maintenance of all project records, including financial data and supporting documentation.
  • Ensure appropriate use and management of resources assigned to the project by coordinating effective tracking of financial resources, ensuring the integrity of financial systems and consistent application of the Internal Control Framework and/or rules and regulations.
  • Continually finds ways to systematically identify and integrate efficiency gains and cost reductions in all operations of the project.
  • Reviews monthly reports, accountability reports, engagement reports, and advocacy documents with stakeholders, including reports on special activities, countries and, quarterly, annual and final progress reports.
  • Coordinates production of high-quality donor reports according to the standard UN formatting and style, customized todonor interests and requirements.

Facilitate Capacity Building, Learning and Knowledge Management

  • Evaluate, capture, codify and synthesize lessons learned and stimulate the uptake of best practices and knowledge.
  • Facilitate information sharing and coordination of activities amongst stakeholders and between projects.
  • Explore and facilitate mechanisms for replication and upscaling of successful results achieved
  • Contribute to design and delivery of capacity building programmes at national and community levels based on prioritized capacity gaps/needs.
  • Contribute to communications materials and reporting highlighting UNDP’s work and the results achieved for people and the country through traditional and non-traditional media (e.g., news articles, blogs, photo stories, social media), in accordance with respective communication and branding guidelines
  • With the PCU and stakeholders, identify and support the transfer of successful models, approaches and solutions in-country and to the global UNDP knowledge network
  • Ensure Effective Communication
  • Reviews and provides feedback on communication products such as brochures, publications, press releases for dissemination.
  • Expands outreach to the UN, national governments, regional development agencies, private sector, non- government and international development organizations.
  • Coordinates the communication of development results supports monitoring missions to inform reporting and updates, including reports to donors and partners.
  • Maximizes communication between various counterparts, provides support to regional potential agreements and partnerships between state institutions and universities for the improvement of information production.

Strong Partnership Building

  • Networks and supports the building and establishment of credible working relations with Government, UN and donor partners.
  • Facilitate to coordination meetings with CARICOM IMPACS, RSS and others.
  • Reviews and advises on M&E

Minimum Qualifications of the Successful NPSA

Min. Education requirements:  

  • Advanced university degree (master’s or equivalent) Degree in Law, Governance, Political Science, Social Sciences, International Development, Public Policy, Economics, Business Management, or related discipline is required. Or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experience:             

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience delivering programmatic support in the international development space including UNDP, including work planning, finance, procurement and reporting.

Required skills  

  • Demonstrable computer proficiency including the Microsoft Office Suite

Desired skills     

  • Experience in working effectively with and building capacities and partnerships among national governments, communities, and diverse stakeholder groups particularly in the Eastern Caribbean.
  • Experience in citizen security/justice issues, democratic governance, social development or closely related area in the Caribbean.
  • Experience of using a results-based management approach to project management, particularly in relation to sustainable development projects with cross-cutting issuesincluding gender equality and human rights
  • Experience in effectively managing finances for complex programs and projects, coupled with robust comprehension of project processes and procedures.
  • Experience working in the UN common system, international/regional organization, NGO or government.

Required Language(s)   

  • Fluency in English and national language (both written and oral) is required.
