The revitalized peace process offers new opportunities for South Sudan to realize transformational change and move beyond the cycles of conflict and violence that have propagated widespread aid dependency. Providing immediate and flexible financing to maximize the potential of the current political environment, the South Sudan Multi-Partner Trust Fund for Reconciliation, Stabilization, and Resilience in South Sudan (RSRTF) has been established to enable integrated programs that together lessen the destructive drivers of conflict and develop more peaceful and self-reliant communities. 

The Fund pioneers an innovative whole-of-system, area-based programming approach to support comprehensive and tailored approaches to overcome fragility, political instability, and societal disintegration and re-establish transitional and midterm peace and stabilization in its focused areas. The approach ensures a collective effort across political, security, and development actors within and outside the United Nations system. In realizing such efforts, the Fund builds stronger foundations by implementing and consolidating the R-ARCS at the grassroots level and fostering stable political and security environments to pursue increased resilience-focused programming and seize enhanced recovery and development opportunities for the targeted communities.

The Trust Fund builds on the vision of the Secretary-General to forge greater coherence across the United Nations system and will promote more coordinated, coherent, and integrated peacebuilding efforts among the United Nations mission and the United Nations country team. Positioned at the intersection of peacekeeping and development, the Fund’s programmatic framework reflects the mutual priorities of UNMISS and the UNCT. 

A Steering Committee, the essential decision-making body, governs the Fund. It provides strategic guidance and holds ultimate accountability for the fund to achieve its programmatic objectives. The Deputy Special Representative to the Secretary-General, UN Resident, and Humanitarian Coordinator (DSRSG/RC/HC) chairs the Steering Committee. The Fund Secretariat is embedded within the DSRSG/RC/HC Office. The Secretariat under the DSRSG/RC/HC provides management, program, and communication support to the Steering Committee and runs the fund’s day-to-day business.

In this position, under the guidance and direct supervision of the Roving Field Coordination Specialist/Programme Lead, the Project Analyst  will ensure the effective delivery of the RSRTF Funded Programme outcomes, following the Fund’s principles, strategies, and procedures. The incumbent will support the RSRTF Area-Based Programme,  delivering on the following scope of work.

Scope of Work: 

  • Support the RSRTF-funded area-based programs implemented according to the RSRTF programming modality;
  • Support the Programme Coordinator in the follow-up, design, and planning of the new ABP identification processes, including targeted consultations with relevant stakeholders;
  • Monitor the efficiency of the ABP consortium partners, the Area-Reference Groups, and the mechanisms accountable for effectively delivering the RSRTF programs;
  • Coordinate the ARGs and Technical Working Groups for assigned ABP, including providing feedback on the ABP delivery, report reviews, and any questions from the target ABP partners;
  • Support the Programs Coordinator or his/her OIC in assessing the contextual risk factors that affect the ABP’s delivering capacity and inform alternative solutions to mitigate risks;
  • Regularly travel to the field locations to provide guidance and to ensure the Humanitarian, Development, and Peace nexus integrated programming is taking place through the technical support to the RSRTF implementing partners to ensure synergies, complementarity, and coordination at the target ABP level;
  • As needed, provide capacity-building guidance for RSRTF actors on relevant topics related to the Fund delivery;
  • Promote the RSRTF principles and approaches to the broader stakeholders;
  • Engage in the socialization of the fund and its strategies to the target audience, including the Mission, UNCT, HCT, CSOs, the government, and the local communities.

Institutional Arrangement

The incumbent will directly report to the Roving Field Coordination Specialist/Programme Lead; and work closely with the M&E and communications team members within the Fund Secretariat.

Minimum Qualifications of the Successful IPSA

Minimum Education requirements:

  • Advanced university degree (Master’s degree or equivalent) in International Development, Political Science, Development Studies, Peace and Conflict Studies, Law, or related field is required; OR
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience, may be given due consideration in lieu of the advanced university degree.

Minimum years of relevant work experience:

  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of demonstrated experience with the UN and NGOs in humanitarian, peace, and development integrated programming.

Required Skills:

  • Experience in coordinating diverse stakeholders with the objective of enhancing the efficient delivery of shared objectives is an asset;
  • Demonstrated experience in program monitoring against set indicators is required;
  • Proven experience or ability in drafting reports is required;
  • Willing to work in remote and hardship areas;
  • Expertise in Localization efforts is an asset;
  • Experience in Nexus programming is required;
  • Solid experience and knowledge at the programmatic level relating to conflict and peace dynamics of South Sudan or its surrounding region is an asset.

Required Language(s)

  • Fluency in English is required;
  • Fluency in Arabic is desired.
