The programme contributes directly to MoH National Action Plan 2015-2019, objective 1) increasing the health status of society and; 2)increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector’s Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals. One of its efforts is to be involved in supporting the transformation of health technology in the Ministry of Health through Network Strengthening and the Bio Informatics Biomedical & Genome Science Initiative (BGSi).
BGSi is a new initiative of the Indonesian Ministry of Health (MOH). The initiative will act as a multi-institutional ecosystem that aims to support collaborative biomedical and genomic activities in Indonesia by leveraging strengths in technology and infrastructure including biobanking, data management, high throughput sequencing and bioinformatics.
The initiative aims to build a national asset established under the Indonesia Ministry of Health with two major focusses. First, to establish a national biobank focused on six conditions (diabetes, cancer, stroke, tuberculosis, psoriasis, and rare/genetic diseases) which will store samples from participants where each sample will be connected to a registry that manages all information associated with the participant (demographic and clinical) and second, to generate Whole Genome Sequence information, for each of those participants, that will be curated in a national database. Samples and genomics information from healthy participants will also be collected and generated by this initiative. All samples and data will be made available to researchers nationally and internationally through BGSi.
The initiative will be organised around a headquarter facility located in Jakarta, housed in the MOH repository building and the historical Eijkman building, that will host the biobank and WGS labs respectively. BGSi HQ will manage the registry system and provide technical support for the Hubs and the entire ecosystem. A second and just as important part of the ecosystem is the hospitals (referred to as HUBs) where each HUB is in charge of managing activities related to recruitment, sample collection and management and tertiary analysis for the disease it has been assigned.
Therefore, UNDP needs one Project Analyst who will be responsible for providing project management and technical support, ensuring successful implementation of the project activities and attainment of project objectives within BGSi. These tasks refer both to the provision of support the coordination, monitoring, and evaluation of project activities as well as assuring the high-quality outputs of activities implemented within the Project
Duties and Responsibilities
Support implementation of BGSi activities
- Providing technical advice and support to the implementation of the Project activities within BGSi
- Monitoring, evaluation and reporting of the overall Project deliverables within BGSi
- Knowledge management and gender equality
Support implementation of the BGSi Activities
- Contribute to overall integration of the project into the country’s activities, policies, and plans;
- Contribute to preparation of annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans;
- Provide guidance and reviews of technical specifications of project outputs and activities;
- Supervise consultants and subcontractors engaged in delivering aspects of the project’s work plans;
- Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support;
- Support close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations;
- Facilitate coordination and other support from consultants hired for the Project, and for any relevant missions directly related to the Project;
- Ensure that the BGSi produces the outcomes at the required standards and within the specified cost and time limits;
- Encourage shared learning with national partners.
Providing technical advice and support to the implementation of the Project activities within BGSi
- In consultation with the partners prepare TORs for consultants and comment on their reports;
- Supports the development of digital systems, information technology infrastructure, and data policies
- Co-develop relevant policy briefs, lessons learned documents, communication materials, web-based application updates, and other relevant publications.
Monitoring, evaluation and reporting of the overall Project deliverables within BGSi
- Carry out regular follow-up and monitoring of implementation activities; regular updates on the Project’s progress to key stakeholders according to the communication plan.
Knowledge management and gender equality
- Coordinate wide dissemination and visibility of project achievements;
- Coordinate dissemination of information and knowledge management within the team for effective project implementation;
- Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries;
- Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analysed in detail;
- Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

- A first-level university degree (Bachelor’s degree) in Management or other related field in combination with two additional years of relevant work experience will be given due consideration in lieu of Master’s Degree.
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in digitalization, technology, or transformation.
- Experience in office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
