                                Health System Strengthening (HSS) Unit:

In India, health system strengthening is a key aspect of the UNDP India’s Country Program Document (CPD) 2023- 2027 with a strong focus on (i) leaving no one behind, (ii) ensuring equitable access to basic healthcare and (iii) institutional and systems strengthening. UNDP is a long-standing partner of the Ministry of Health and Family Welfare (MoHFW) and its institutions at the State and District level. Guided by the government, the UNDP India programmatic engagement is fully carried out in close coordination with partner UN agencies and is focusing on better health services provided to population of India.

The overarching goal of UNDP’s work on health system strengthening in India is to facilitate equitable access to basic services by strengthening capacities of communities to demand and access services, and of institutions to deliver quality, timely and stigma free services and LNOB (Leaving no one behind).

The Gavi Alliance co-funded Health System Strengthening (HSS) programme is one of the efforts of the MoHFW to improve the quality and level of immunization coverage in India. UNDP has been a trusted partner of MoHFW and GAVI for many years. UNDP has proven the quality and efficiency of its work by the development of an integrated and innovative solution that provides real time information of vaccine stocks and temperature at the various levels of storage and geographical coverage.

The initially developed solutions ( eVIN and CoWIN) have proven themselves well and now UNDP is given a unique opportunity to develop and integrate a new solution U-Win.The UNDP Health System Strengthening programme supports work in every State and Union Territory of India and has established a network of well skilled and devoted personnel. While large part of this programme is related to digital solutions development, capacity building and implementation, it also includes technical support to the Ministry of Health and Family Welfare for prevention and management of non-communicable diseases, Neglected Tropical diseases and for leveraging technologies to track high risk pregnancies and thereby reduce maternal and child mortality rates. Working closely with other development partners, the HSS programme also supports the National AIDS Control Organization’s efforts in prevention and control of HIV and AIDS.

Under the Health System Strengthening Ill framework, UNDP will strengthen data triangulation and review mechanisms in identified states and districts. Use of existing data for corrective action is envisioned through triangulation and validation of data from various sources. Existing data sources such as HMIS, UWIN, eVIN, NCCMIS, SafeVAC, BeSD, Monitoring and Mentorship (M&M), NFHS and other surveys will be used to synthesize information and take programmatic action.

The data analytics intervention plans to support the decision-makers (program managers, health professionals etc.)at the district level to ensure data driven decision making by understanding the gaps in the program implementation. Enhanced data use for reviewing and undertaking corrective measures in the RI programs of  the targeted districts will further add value to the monitoring process of the zero dose cohorts and missing communities.

The intervention to strengthen data analytics and robustness of the review mechanism will not only be restricted to the 143 high-impact districts but also strengthen the capacities of national and sub-national staff to equip them use data for action.

The Project Analyst – Data and Review Mechanisms, will work under the overall guidance of the Team Leader, HSS Unit and the direct supervision of the HSS Project Manager. S/he will be responsible for planning, implementation and oversight of the Data and Review Component of the HSS-3 project.

Duties and Responsibilities

1. Planning, management, and implementation of data analytics and review activities

  • Manage the planning and implementation of data analytics and review activities including coordination of agency identified for data and review mechanisms, Ministry of Health and Family Welfare and relevant stakeholders;
  • Provide support to national and state teams on their goals and enable them to effectively achieve deliverables for high quality analytics and strengthening of decision making and review capacity through direct intervention or facilitation as needed;
  • Support in executing planned immunization interventions while ensuring continuous support to key stakeholders within the immunization division;
  • Support the State Team Leads in anticipating and mitigating future challenges during the planning phase;
  • Support the national and state teams’ performance, and mentorship in achieving objectives and goals.

2. Coordinate and Support

  • Provide support to the cross-cutting aspects of GAVI HSS 3 covering the Immunization Review, Analytics and Decision-making Systems Strengthening to reduce the zero dose children at the National and state level, including technical and strategic leadership, administrative and managerial oversight, and effective monitoring & evaluation of the project;
  • Effectively support the organization in international/national meetings and public health forums like conferences, workshops, and seminars and communicate the value of review system strengthening in reducing the number of zero dose children.

3. Partnerships

  • Coordinate and maximize involvement of key partners, to map key partnerships, deliver outputs to ensure quality outputs to achieve the zero dose objective;
  • Support in providing in-depth and high-quality technical assistance to MoHFW and relevant stakeholders in various states on its immunization program;
  • Engage and build effective, functional relationships with Ministry, critical immunization stakeholders and other development partners, policy and decision makers at the national, state and sub-state levels for joint impact and convergent support.
4. Gender-Sensitivity and leaving no-one behind
  • Ensuring gender disaggregated data during the phase of monitoring templates and data collection for vaccine coverage and equity;
  • Incorporation of Gender-disaggregated data under the standard agenda items during review
  • meetings at sub-district, district, state and national level;
  •  Ensuring data driven decision making as per part of action plans for women vulnerable groups and hard to reach areas;
  •  Generating reports on vulnerable groups’ and women’s access to vaccination services as an enabler for ensuring equitable and efficient access to vaccination services.
5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Minimum Education requirements

  • Advanced university degree (master´s degree or equivalent) in Data Science/ Public Health/Hospital Management/ Community Medicine/ Health Administration or other relevant from a reputed University/ Institution is required, or
  • A first-level university degree (bachelor´s degree) in a relevant field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience, Knowledge, and Skills

Experience:

  • Up to 2 years (with master´s degree) or minimum 2 years (with bachelor´s degree) of experience in public health at national level.
  • Experience of working with Government and UN Agencies is desirable.

Required Skills:

  • Ability to design data and review mechanisms and provide clear an easily accessible data analysis and policy recommendations;
  • Proven experiences in gender-sensitive analytics and analytics taking into account most vulnerable and marginalized communities (LNOB);
  • Experience working with vulnerable and marginalized communities (LNOB);
  • Ability to coordinate with multiple stakeholders including Central Government, State Government, CSOs, International organizations etc. Public Health management;
  • Ability and proven experience in program management.

Desired additional skills and competencies:

  • Good analytical skills and understanding of Public Health data;
  • Good knowledge on the use of MS office for various programme purposes;
  • Good coordination skills.

Languages:

Fluency in English and Hindi is required.
