Specific tasks and responsibilities:
The Mauritius Ministry of Health and Wellness (MOHW) aims to implement a robust and integrated eHealth System with the right tools, equipment and regulatory framework with the following objectives: (i) improving the services provided to all citizens at Health Centres of the MOHW through the definition of appropriate ICT (Information Communication Technology) strategy to improve the work processes and optimize use of resources; (ii) Increased effectiveness and quality of patient care, thereby increasing patient safety while reducing cost; (iii) Ensure transparency of treatment performance and resource consumption; (iv) Generate profound data for health reporting and health system planning; (v) Developing new markets by means of new eHealth applications and medical services, thereby strengthening the health industry; and (vi) Improve involvement of the patient and increased responsibility.
A key partner in implementing the eHealth system is the UNDP Mauritius Country Office (CO). The UNDP CO has been assisting the Government of Mauritius in implementing several digital health-related projects aligned with international best practice and the eHealth vision of the Government. The COVID-19 pandemic has demonstrated the urgency for the implementation of a resilient health system to address the pandemic and other related health services issues. Under several UNDP programmes and with the support of the Japanese Government, the UNDP has been implementing projects to strengthen the health systems to respond not only to the COVID-19 pandemic but also to ensure the strengthening of the health sector. All these interventions have laid the foundation for the implementation of an eHealth project in Mauritius which willreplace the paper-based health care information management system with a modern and integrated eHealth system to improve the quality of health services in all public regional and health care centres.
The Project
Through a consolidated portfolio of 3 related and current projects and integration of a new eHealth project the Mauritius Digital Health Systems Strengthening Portfolio project, UNDP seeks to complement the recovery and transformation journey of the Ministry of Health by strengthening capacities to respond efficiently and effectively to the immediate crises and mitigate the medium to long term impact of the COVID crisis including through digitally enabled health system strengthening solutions.
Duties and Responsibilities
Effective implementation of project strategies and objectives related to eHealth Project Portfolio focusing on achievement of the following results:
- Facilitate the supervision and coordination of project outputs, as per the eHealth Project Portfolio document;
- Mobilize all project inputs in accordance with UNDP procedures for nationally executed projects;
- Ensure the timely and effective implementation of all components of the project through proper monitoring and evaluation of the project for timely project re-adjustment;
- Facilitate to coordinate the recruitment and selection of project personnel/service providers;
- Scrutinise and review all the deliverables of the projects including deliverables of the various project personnel recruited under this project;
- Facilitate in carrying out regular, announced and unannounced inspections of all sites concerned with the project.
Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s):
- Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders;
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners;
- Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues;
- Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area;
- Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff;
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Contribute tothe effective management of the eHealth Project Portfolio for proper implementation as per the Project Portfolio document achieving the following:
- Prepare and revise project work and financial plans, as required by UNDP, and support the operational and financial planning processes;
- Support in overseeing and ensuring timely submission of the Inception Report, Combined Project Implementation Review/Annual Project Report, Technical reports, quarterly financial reports, and other reports as may be required by UNDP, Governments of Mauritius and Japan and other oversight agencies;
- Contribute to the preparation and implementation of progress reports, and monitor all project activities, budgets and financial expenditures;
- Facilitatein the preparation of payments requests for operational expenses, salaries, insurances etc. as well as follow up on timely disbursements by the UNDP CO;
- Maintain project correspondence and communication;
- Facilitate in logistical organisation of meetings, training and workshops;
- Prepare agendas, make necessary arrangement for the Project Board and project meetings and other internal and external meetings related to the project and write the minutes of those meetings accordingly;
- Maintain a proper inventory of all project’s equipment.
Ensure Effective and efficient Financial and Administrative management of the eHealth Project Portfolio:
- In close consultation with the Portfolio Manager and other relevant units of the UNDP, contribute to the elaboration of budgets for all activities in the Project Portfolio and the continuous monitoring of project work plans, recruitments of National Consultants, Procurement of goods and services and ensures necessary documentations are signed upon delivery and performs ad-hoc assets verifications exercises;
- Ensure integrity of financial and administrative operations in the project through oversight of financial and budgetary aspects of the projects;
- Ensure strict and consistent application of UNDP rules and regulations and the implementation of clear accountability mechanisms throughout the project portfolio;
- Mobilize personnel, goods and services, training, and initiate activities, including drafting terms of reference and work specifications and facilitating all contractors’ work;
- Monitor and synergize the performance of the project’s national consultants;
Ensure effective monitoring and implementation of other project activitiesactivities is provided at the area level:
- Actively participate in the strategy meetings, giving necessary assistance where and when required;
- Support the international and national consultants (where applicable) with technical and logistical guidance;
- Oversee agreements with implementing partner and counterparts to ensure objectives are met;
- Monitor activities of partners closely, feeding challenges back to the Project Management Unit;
- Perform as secretary to meetings led by the Project Portfolio Manager with partners and stakeholders and to monitor follow up actions on decisions taken;
- Perform any other cognate duties to be assigned by the Project Portfolio Manager;
- Prepare routine correspondence and memoranda for Project Portfolio Manager’s signature.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement
The Project Anlyst will report directly to the ‘eHealth Portfolio Manager’ in consultation with the Head of Socio Economic Development unit (SEDU).

Required Skills and Experience
Education:
- Advanced university degree( Master’s degree or equivalent) in Business or Public Administration, Economics, Sciences, IT, Engineering or similar qualifications is required. Or;
- A first-level university degree (bachelor’s degree) in the above-mentioned field of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with masters degree) or 4 years (with bachelors degree) of demonstrable project/programme management experience, working with ministries, or other local governmental institutions that are concerned with digital transformation, e-Health or similar IT projects are required;
- Demonstrated experience in management and coordination of multi-disciplinary projects, preferably national including team-building skills is required;
- Ability to effectively coordinate a large, multi-stakeholder project is required;
- Demonstrated experience in the preparation of planning documents for large scale projects (management plans, strategies or legal instruments) is required;
- Demonstrated experience in administration of budgets and in human resources management required;
- Experience in managing donor-funded projects is required;
- Previous work experience in SIDS including Mauritius on the related subjects is an advantage;
- Hands-on experience in results-based project implementation and management is required;
- Ability to administer budgets, train and work effectively with counterpart staff at all levels and with all groups involved in the project is required;
- Experience working with an international organization is an asset;
- Experience working with ERP is desirable;
- Experience in strong written communication skills including drafting of formal reports, articles/ blogs and presentation skills is required;
- Highly computer literate and able to use Microsoft Office software packages such as Microsoft suite is required.
Languages:
- Fluent in both oral and written English required.
- Working knowledge of French is desired.
