Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The work of UN Women in Moldova is guided by its Country Strategic Note 2023-2027, aligned with the UN Sustainable Development Cooperation Framework for Moldova (2023-2027), UN Women Global Strategic Plan, National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. The Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on GE. Towards these Impact Areas, UN Women works with variety of national and international partners to challenge gender-based stereotypes and towards the creation of an environment, whereby women act as key agents of change towards greater equality and development, in partnership with men and boys.

UN Women cooperates closely with the government, civil society, academia, private sector and the media to advance social, economic and political rights and opportunities for women and girls, placing special focus on those from marginalized, excluded and under-represented groups.

Under the Impact area on advancing women’s leadership and participation, UN Women contributes to the realization of the Outcome 2: By 2027, a more accountable, and transparent, human rights-based, and gender-responsive governance empower all people of Moldova to participate in and to contribute to development processes which is planned to be implemented via three inter-connected outputs: 1.2.1. Government authorities have increased capacity to develop and implement gender-responsive legal and regulatory frameworks, policies and budgets 1.2.2. Central and local institutions have increased capacities to produce, share and utilize quality sex-disaggregated data in line with national priorities, and 1.2.3. Women and girls, in particular those left behind, have increased capacity to meaningfully participate in public life and decision-making.

Women and girls constitute more than half of Moldova’s population, yet they are under-represented in the bodies that make key decisions affecting their lives. Gender inequalities continue to persist in all areas of public and private life, while important progress has been recorded in the Republic of Moldova over the past 10 years. Despite an increase in women’s representation in the Parliament and at local level over the past years, the country plans to achieve 50/50 representation as per SDG commitments the value of the in 2023 is still low (0.314 – placing Moldova on 44th place). Although the temporary special measures bring more women in politics and in decision making, they still confront stereotypes. According to the latest studies conducted by UN Women partners, it shows that patriarchal conceptions persist among a significant portion of the population and women continue to be subject to gendered political and electoral violence.

Contributing to the realization of this Outcome, UN Women continues to advance gender mainstreaming efforts through legislative reforms in line with the national commitments and international norms and standards to have gender-responsive legal and regulatory frameworks, policies and budgets; to ensure women’s fair access to political spheres to increase women’s participation in public life, political and leadership roles taking into account LNOB principle. UN Women will support Central and local institutions to produce, share and utilize quality sex-disaggregated via strengthening the national statistical system.

Reporting to Project Management Specialist, the Project Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing in the programme design, formulation, implementation and evaluation. The Project Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Project Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women project implementation under portfolio.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of Gender Sensitive Governance and Budgets

  • Provide technical inputs to the design and formulation of project proposals and initiatives related to Women, Peace and Security Portfolio

Provide technical support to the implementation and management of the Gender Sensitive Governance and Budgets programme

  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of project activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project partners

  • Provide technical support to and technically oversee the implementation of project activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the project

  • Monitor progress on project activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the management of people and finances of Gender Sensitive Governance and Budgets programme

  • Monitor budget implementation and project activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Project Associates and Assistants as needed.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to inter-agency coordination on Gender Sensitive Governance and Budgets to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to Women, Peace and Security Portfolio;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on Gender Sensitive Governance and Budgets.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the Gender Sensitive Governance and Budgets is an advantage.
  • Experience coordinating and liaising with government agencies and/or donors is an advantage.Experience within UN or other
  • Experience within UN or other international organizations and knowledge about the UN systems would be an advantage.  

Language Requirements:

  • Fluency in English and Romanian is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
