JOB DESCRIPTION
The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. The UNDP Unit for Environment,Climate Change, Natural Resource Management and Resilience (ENRMCCR) in close coordination with government, develops and implements projects in the areas of biodiversity conservation, climate change adaptation, resilience building, and resilient reconstruction. The project “Resilient Multifunctional Water Supply systems for Machubo Administrative Post – Marracuene District”, which is funded with USD 993,600 from the IBSA (India, Brazil, South Africa) Fund for a duration of one year, is part of the resilience portfolio of the Unit. The project’s objectives are: (i) to provide improved water access to at least 3,500 people, (ii) improve water management and drainage on about 700 ha, (iii) provide sanitation for a local school, and (iv) support related community capacitation in Machubo Administrative Post, Marracuene District, Maputo Province. These outputs will contribute to achieving the Sustainable Development Goals (especially SDGs 1 and 6) in the beneficiary communities.
The Project Analyst will be responsible for the day-to-day management of the project, under the direct supervision of the Head of ENRMCCR Unit, and technical guidance of the Unit Chief Technical Advisor (CTA). Additionally, the Project Board in close coordination with the responsible Government entities, namely the National Directorate of Water Supply and Sanitation (DNAAS) under the Ministry of Public Works, Housing and Water Resources (MOPHRH) and the National Institute for Irrigation (INIR) under the Ministry of Agriculture and Rural Development (MADER), as well as the local authorities of Machubo Administrative Post and Marracuene District have an important role to play and ensure regular consultation with the beneficiary communities.
Duties and responsibilities of the Project Analyst – Resilient Water Supply will include:
- In accordance with UNDP rules and regulations and guidance from the CTA and all relevant regional teams, develop Terms of Reference for contracts to engineering firms and/or NGOs to design, supervise, perform engineering review and certification of drawings/BOQ/Specifications/SOW/Cost estimates based on national standards of construction and international engineering standards for safety and resilience construction;
- Support UNDP in evaluation of proposals from the contractors, contracting and supervision of the implementation of different contracts, including performing full contract management to adhere to UNDP processes and procedures and ensure government and community engagement;
- Monitor and supervise construction/maintenance works ensuring adherence to approved designs;
- Issue certification upon approval of the construction works progresses and completion of the work;
- Organize and conduct, in close collaboration with the local government entities, regular community meetings to discuss and obtain local approval for each intervention;
- Implementation of UNDP safeguards policy including the establishment and implementation of a grievance mechanism, with the support and guidance of the UNDP country office;
- Preparation of reports (quarterly and as required) to UNDP, the IBSA Fund and the Project Board;
- Conduct regular field quality assurance visits to the project sites[1];
- Formulate bidding documents in coordination with the relevant functional areas of UNDP and provide effective support throughout all stages of the tendering process;
- Perform other related duties as assigned by the Country Office.
[1] The site is located approximately 1 hour drive from Maputo, part of the way on a poor and unpaved road.
Institutional Arrangement
The Project analyst reports to the Head of ENRMCCR Unit, under the overall responsibility of the Deputy Resident Representative for Programs (DRR/P) and counts on technical guidance from the Chief Technical Advisor for the ENRMCCR Unit. The incumbent will be based in the UNDP office in Maputo.

- Advanced University Degree (Master’s Degree or equivalent) in Civil Engineering, Hydraulic Engineering or related field is required . OR
- A First level university degree (Bachelors’ Degree) in a relevant field with an additional 2 years of relevant work experience may be accepted in lieu of the Master’s Degree.
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant work experience in Civil Engineering, Hydraulic Engineering or related field and similar projects is required;
- Experience/Knowledge of administrative-legal requirements and procedures for construction work in rural/community areas required;
- Project management experience required;
- Experience in the usage of computers and construction and architecture software packages is required;
- Experience in water supply, sanitation and renewable energy is an asset;
- Experience working with local communities desired;
- Experience working with UNDP or other UN agencies is an advantage.
- Fluency in UN language and local language (Portuguese and English) is required.
- Engineering degree is desired.
