UNDP Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development. Relations between the Government of Mozambique and the United Nations system were formalized on 1976. 

The work of UNDP in the country is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2022-2026 and its Country Programme Document 2022-2026 (CPD), and focuses on:

  1. Human development
  2. Economic diversification and sustainable livelihoods;
  3. Climate resilience and sustainable use of natural resources;
  4. Peace building, human rights and inclusive governance

The Rule of Law and Human Rights Programme 2022-2026 is a whole of sector programme encompassing interventions of Access to Justice, Community Security and Human Rights, with a lifetime foreseen for the entire duration of the UNDP Country Programme Document. It is based within UNDP Mozambique’s Governance and Social Cohesion Unit, and aims to strengthen the rule of law and the protection of human rights in Mozambique, by improving access to justice and community security, particularly in those communities affected by conflict and violence, and by strengthening the capacities of human rights mechanisms and institutions, thus contributing to bolstering the social contract in Mozambique.

With the auspices to substantively contribute to the enjoyment of people’s rights to justice, security, peace and development, particularly women and people victims of conflict and displacement, the project is expected to contribute substantively to UNSDCF 4, SDG 16 and 5. The project, to this end is immediately interplayed with UNDP CPD Output 4.3. which states “Access to justice and the protection of human rights enhanced, particularly for women and vulnerable groups”.

It is against this background that UNDP seeks to recruit a Project Analyst to work on the Rule of Law and Human Rights portfolio. The incumbent will be responsible for implementation and coordinating the implementation of the Rule of Law Programme, coordinating the implementation of the three Pillars comprising the Programme, namely: Pillar I, Justice institutions are better equipped with new skills and tools to deliver more equitable, effective, and transparent services, which are closer to and more affordable for vulnerable communities, Pillar II, Police institutions and communities acquire new skills and tools to better and collectively prevent conflict and violence and to respond to local security concerns, leading to improved community security, and Pillar III. Human rights institutions and systems, and civic participation in democratic governance are enhanced.

Scope of Work:

Under the overall guidance and direct supervision of the Team leader of the Governance and Social Cohesion Unit, the Project Analyst will be responsible for the implementation, management and monitoring of the  Rule of Law and Human Rights Programme within Governance and Social Cohesion Unit, namely Rule of Law and Human Rights 2022-2026”. The incumbent will provide the direction of project activities, ensure the achievement of project targets and results, plan project activities and inputs, and manage the day-to-day implementation of the projects as well as supervise project personnel. 

The incumbent’s duties will be fulfilled in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework. The Project Analyst will be responsible for the following duties:

  1. Manage and supervise the implementation of the Rule of Law and Human Rights Programme  in Mozambique, including planning and conceptualizing the programmes activities. Provide technical assistance to justice and rule of law institutions, including the Legal Aid Institution, the Ministry of Justice, the Judicial Training School, the Supreme Court, the Attorney General’s Office, the Criminal Investigative Police, the Police of the Republic of Mozambique and the Prison Management Authorities in the design and implementation of project work plan, activities and reports ensuring highly qualitative application of Results Based Management Tools, Leave no one behind principles, Human Rights Based Approaches and Gender Responsive Approaches;
  2. Oversee and coordinate the design and implement training programmes, workshops and seminars on human rights for various target groups; Provide specialized technical advice to national institutions in the formulation of strategies and policies to enhance people-centered, community justice and security, with a particular emphasis on the rights of women and girls to gender equality;
  3. Manage project management agreements and arrangements as established with National Authorities and donor’s agreements, ensuring top quality delivery of resources and strategic implementation of UNDP country, regional and global interventions. Lead state-of-the-art policy research and advise the UNDP CO’s in the area of access to justice and rule of law, including through the provision of research, data collection, and policy revision on national, regional and global issues related to SDG 16 and SDG 5;
  4. Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications. Managing and monitoring project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log;
  5. Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing the project timelines. Prepare progress reports (progress against planned activities) Actively identify areas of opportunity for resource and partners’ mobilization and prepare top quality project proposals, reports brief notes and speeches, ensuring human rights language and issues are consistently mainstreamed. Actively engage and promote collaboration with colleagues from different projects and programs within UNDP CO and the UN system in Mozambique; Supervise the work of junior and project support staff. Provide outstanding project management support including the preparation of budget, management of UNDP’s corporate platforms and project management, audit and closure requirements and perform other duties as assigned.

Institutional Arrangements

The position as a Project Analyst is embedded within the Rule of Law and Human Rights Programme 2022-2026 of the Governance and Social Cohesion. S/he will report to the Team Leader – Head of Governance and Social Cohesion Unit (strategic leadership and supervision, direct reporting as it may be ad hoc required). The incumbent will be also expected to work collaboratively with the Gender Focal Point and colleagues in other relevant UNDP teams.

Requirements:

Minimum education requirements:

  • Advanced University degree (Master’s degree or equivalent) in law, international relations, human rights, political sciences, development or other related field.
  • Bachelor’s degree in a relevant field with additional two years of qualifying work experience will be given due consideration in lieu of master’s university degree.

Minimum years of relevant work experience:

  • Minimum of two years (with master’s degree) or four years (with bachelor’s degree) of progressively responsible experience at the national or international level in project management in areas related to justice, rule of law, human rights or democratic governance.

Required Skills:

  • Demonstrated experience in project management and very good knowledge of the project management tools;
  • A certification in Project Management, (e.g. Prince, MSP) is a distinctive asset;
  • Excellent knowledge of the functioning of the justice sector, particularly the chain of criminal justice and professional experience in most of these areas: justice sector reform, access to justice, gender justice, capacity building, security sector reform and related issues;
  • Deep knowledge and understanding of human rights and gender issues, including in their socio-political and economic dimension;
  • Demonstrated understanding of community justice and community security mechanisms and principles;
  • Very good analytical, communication and writing skills;
  • Knowledge of the Mozambique’s justice related legal and policy framework and institutional environment.

Desired skills in addition to the competencies covered in the Competencies section:

  • Knowledge of People-Centered Approaches to access to justice and human security;
  • Experience in results-based planning, Human Rights Based and Gender Responsive Approaches;
  • Excellent knowledge and understanding of Monitoring, Evaluation and Learning (MEL) processes and principles;
  • Prior experience within the United Nations, in particular UNDP, is desirable but not a requirement.

Language

  • Excellent writing and communication in Portuguese and English.
